Expression of Interest are invited for Assessing Investment Needs to Green Logistics in Ukraine, Moldova, Serbia, Albania The EUR Logistics Services Project, part of IFCs Country Economics and Advisory (CAE) portfolio in Europe, encompasses Ukraine, Moldova, Serbia, and Albania. The advisory support focuses on three key areas: (i) Enabling Regulatory and Policy Reform supporting governments in identifying and implementing priority reforms in logistics and warehousing to enhance efficiency and attract investment, in close alignment with EU requirements and standards; (ii) Strengthening Private Sector Capacity providing targeted training and advisory support to boost the competitiveness of local logistics and warehousing firms; (iii) Promoting Green and Digital Transformation assessing green and digital investment needs and assisting high-potential firms in identifying and adopting relevant solutions. Under the third project pillar aimed at Promoting Green and Digital transformation, IFC is planning to provide diagnostic information to the governments and private sectors in Ukraine, Moldova, Serbia and Albania on the investment needs to adopt green technologies in the logistics sector. The adoption of green technologies and sustainable practices in the logistics sector offers significant potential benefits for private sector operators. For example, these technologies and practices can lower greenhouse gas emissions, improve energy efficiency, and minimize waste across transport and warehousing operations through measures such as fleet electrification, use of alternative fuels, modal shifts, route optimization, as well as green warehousing solutions including energy-efficient building design, rooftop solar, and energy management systems. These will reduce operating costs over the medium to long term via lower energy and fuel consumption, reduced waste disposal costs, and more efficient asset use. Lastly, adopting green technologies and sustainable practices can enhance regulatory compliance (especially for the EU markets) and market competitiveness by aligning operations with environmental regulations, extended producer responsibility schemes, and growing customer demand for sustainable logistics services. The logistics and transport sectors in each country will have distinct needs and priorities for green technologies and practices, reflecting market structure, regulatory frameworks, infrastructure availability, and the maturity of sustainability adoption. Despite the increasing importance of decarbonization and environmental sustainability in logistics, the uptake of green technologies and practices remains constrained by multiple barriers. These include regulatory uncertainty related to standards and incentives, limited access to reliable and comparable information on available green solutions and their performance, uncertainty regarding cost-effectiveness and payback periods, particularly for new or unproven technologies, and restricted access to finance, especially for small and medium-sized enterprises facing high upfront investment costs.
