The Smdda Must Ensure An Integrated Informational Framework For The Management Of Documents, Administrative Files And Decision-Making Processes Of The Competition Council, Throughout Their Entire Life Cycle, From Initiation To Archiving, In Compliance With Legal Attributions, Internal Procedures And Applicable Regulatory Requirements. The System Must Allow The Configuration And Differentiated Management Of Workflows According To The Type Of Procedure, Including, But Not Limited To, Petitions, Complaints, Investigations In The Field Of Competition, Notifications Of Economic Concentrations, Control Of State Aid, Useful Investigations Of Market Knowledge, As Well As The Approval Procedure, With The Definition Of The Stages, Deadlines And Roles Corresponding To Each Category Of Procedures. From A Conceptual And Functional Point Of View, Smdda Is Structured In Three Main Functional Components, Corresponding To The Essential Operational Areas Of The Competition Council, Which Operate In A Unique, Integrated And Coherent Digital Environment. These Areas Are Implemented Through Distinct Modules, Described In The Following Sections, And Cover, Cumulatively, The Circuit Of Documents, The Management Of Administrative Files And Cases, As Well As The Decision-Making Processes Of The Plenary Of The Competition Council. The System Must Allow The Functional And Logical Correlation Of Input, Output And Internal Documents With Related Administrative Files And Procedures, As Well As With Acts And Decisions Adopted, Ensuring Full Traceability Of Actions, Responsibilities And Procedural Steps. In This Sense, Smdda Will Allow The Creation And Management Of Electronic Administrative Files That Will Include All Official Documents, Working Materials, Intermediate Versions And Final Documents, Forming The Complete Administrative File In Electronic Format. The Electronic Administrative File Is The Central Element Of The System And Reflects All The Documents, Materials, Evidence And Procedural Acts Related To A Procedure Carried Out By The Competition Council Throughout Its Life Cycle. It Will Ensure Full Traceability Of Documents, Actions And Decisions And Will Have Legal Value Equivalent To The File Created On Paper. The System Will Allow The Delimitation Of Public, Internal And Confidential Documents, The Establishment Of Differentiated Access According To User Roles, As Well As The Complete Record Of All Actions Performed On The Documents. The Smdda Must Support The Automation Of Internal Workflows, Including The Assignment Of Tasks, The Establishment, Monitoring And Control Of Procedural Deadlines, The Notification Of Users And The Tracking Of Their Execution.
