Tenders are invited for Briquetting Plant and Solar Farm Munjez Akkar The Client hereby invites qualified and experienced contractors to submit technical and financial proposals for the execution of the works described in this Call for Proposals. The objective of this Call for Proposals is to identify a proposal that demonstrates a clear technical understanding of the required system, offers a reliable engineering solution, and presents commercial terms that are reasonable and well-structured. Selection will be based on overall technical and commercial merit and not solely on price. The Client reserves the right to engage in technical clarifications and discussions with one or more offerors during the evaluation process in order to fully understand the proposed solutions and approaches. The Scope of Work and Bill of Quantities included in this document define the required system configuration and deliverables and shall form the technical basis of all proposals submitted under this Call. This project is funded by the Arab Fund for Economic and Social Development (AFESD) and implemented by the Environment and Sustainable Development Unit (ESDU) in the American University of Beirut (AUB) 2. Scope of Work This project concerns the briquetting plant in Menjez Akkar and consists of integrating a hybrid battery energy storage system and a variable-frequency drive (VFD) into the existing PVdiesel plant to reduce generator run hours and fuel consumption, support the 55 kW press start, and maximize the use of the existing PV plant while maintaining reliable operation. Project metrics are as follows Existing PV plant: about 99 kWp DC with 4 × 20 kW on-grid inverters (80 kW AC total) connected to the main distribution board (MDB). Existing generators: two synchronized diesel gensets, 220 kVA and 155 kVA, connected on a common sync bus feeding the MDB. Hybrid inverter: one 80 kW three-phase high-voltage hybrid inverter, AC-coupled to the existing PV and generator bus, with island operation capability and grid-forming mode for night / low-load operation. Battery system: 80 kWh high-voltage lithium battery bank, installed in cabinet or rack with integrated BMS/BMU and DC protections. Motor drive: VFD for the 55 kW press motor to provide soft starting and speed control, enabling plant start and operation with a single generator supported by the battery. Switching and protection: ATS between the hybrid inverter and MDB rated for at least 80 kW, associated MCCBs on hybrid AC IN/OUT, reverse-power protection at the generator tie, CTs at the point of common coupling, and SPD Type II on the hybrid AC side, with coordinated earthing and bonding. Controls and metering: PLC-based fuel-save controller with communication to genset controllers, hybrid inverter and bidirectional energy meters (PV plant, MDB import/export, each genset), implementing basic policies (genset start/stop thresholds, battery charge/discharge limits, PV curtailment/export caps, ramp-rate limits). Cabling and integration: AC cabling sized for 80 kW between hybrid, MDB and ATS, DC links between hybrid and HV battery, terminations and containment, MDB retrofit as required, updated single-line diagrams and as-built documentation. This configuration enables operation on PV + battery alone when conditions allow, operation with one generator plus battery for most periods, and use of both generators with battery support when additional starting capacity or redundancy is required. Additionally, please note that the contractor is expected to conduct a site visit in order to prepare an accurate and comprehensive cost proposal. The submission must also include all relevant data sheets and a complete Single Line Diagram (SLD) to ensure full clarity on the proposed solution. Bill of Quantities and Technical Specifications The Bill of Quantities (BOQ) has been simplified and is attached to this document as Annex I. The BOQ is provided in the form of a fillable Excel file. Bidders are required to complete all applicable fields and submit the filled BOQ as part of their financial proposal. Failure to submit a duly completed BOQ may result in the proposal being deemed non-compliant and excluded from financial evaluation. 4. Execution and Methodology Description of the proposed installation methodology and site execution approach Proposed project execution schedule SLD diagram of the proposed system c. Experience and Team Company profile and overview of relevant capabilities Reference list of 5 similar projects, including project description, year, size, and client contact details 3 Letters of recommendation or completion certificates, where available CVs of key personnel proposed for the project (Project Manager, Electrical Engineer, Site Supervisor) Identification of any subcontractors and their proposed roles d. Corporate and Legal Information Copy of the company commercial registration ( ) Proof of tax registration and VAT number, if applicable Authorization letter for the proposal signatory, where the signatory is not the legal representative OEM or manufacturer authorization letters for key equipment, where applicable Any deviations, alternatives, or enhancements proposed by the Offeror shall be clearly identified, technically justified, and presented separately from the base proposal. 4.2 Financial Proposal Requirements The Financial Proposal shall include the following: Completed Bill of Quantities with unit prices and total prices Identification of any optional or alternative pricing, presented separately Clear statement of commercial assumptions and exclusions Identification of applicable taxes and duties In addition, the Financial Proposal shall include: Proposed payment terms and milestone-based payment schedule Proposed project timeline and key commercial milestones Bank reference letter All pricing shall be presented in a clear and structured manner consistent with the provided Bill of Quantities. 5.
