A detailed description of the item such as catalogues, The warranty terms in the quotation Certificate of origin. Delivery terms. The supplier shall send a sample of the requested items prior to final confirmation, when applicable. The supplier shall deliver and install all or some of the items at the designated workshops/offices located in Coastal Matn Area. The provider shall also ensure the availability of workers/helpers to assist with loading and unloading as needed. Quotation validity period: Quotations shall remain valid for 90 days from the deadline for the Submission of Quotation. Partial Quotes: permitted. Partial bids within each lot are allowed. Bidders may quote for one or more lots. However, partial quantity and item within each lot is not allowed. Evaluation will be carried out for the total requirements under each lot. Permitted Lowest priced technically responsive, eligible and qualified bid per item 5- Company Qualification The company must have the following valid legal documents: Commercial Circular Fiscal Certificate of Incorporation at the Ministry of Finance VAT Certificate of Registration if applicable ID of companys authorized representative(s) 6- Evaluation Criteria Offers will be evaluated based on technical compliance and detailed contents of the Schedule of Requirements (Yes/No checklist), and lowest priced technically responsive, eligible and qualified bid for each Lot, subject to the supplier successfully passing FTLs vetting and compliance procedures. It will consist of 3 stages, namely the stage of Eligibility; Preliminary Evaluation; and Bid Evaluation. Stage 1: Eligibility First, bids will be checked for eligibility. If requested documents are not available with the bids, the bid will be disqualified at the stage of eligibility check. Stage 2: Preliminary evaluation The following document will be reviewed: Quotation Submission Form duly completed and signed Technical and Financial Offer duly completed and signed and in accordance with the Technical Specifications mentioned above Certificate of Incorporation/ Business Registration/ Tax Registration; Company profile (including company organization chart) Document establishing and evidencing working experience in the field relevant to this RFQ; List of similar contracts in nature, complexity and value over the past 3 years Technical specifications and standards of goods to be provided- Bidders are requested to indicate which exact standard for quality each product adhere to and shall provide supporting documents (i.e. valid certificate, fact sheets etc); Compliance to delivery timeframe Stage 3: Bid Evaluation Criteria Availability of a service center in Lebanon for the service of the proposed equipment; Commitment not to re-purchase provided equipment under this procurement from beneficiaries or any third party under any circumstances after delivery, to protect the integrity of supply chain. Full compliance of Bid to the Technical requirements and BOQ; Compliance of the technical data sheets with RFQ requirements. One year Manufacturers warranty is required. The validity of the warranty starts at full acceptance of goods. 7- Payment Terms Payments will be made through bank cheques Payment will be made 100% upon delivery and installation of goods value at designated sites and training of beneficiaries, within 20 days from receipt and acceptance of related invoices and documentation and Beneficiaries acceptance. The cheque amount will be subject to applicable bank fees. Currency of Quotation: Quotations shall be quoted in USD Duties and taxes: All quotations shall be submitted net of any direct taxes and any other taxes and duties; Note: VAT will be paid in LBP as per the Government circular regarding the VAT. Even if a bidder quotes VAT in USD, the payment will be processed as mentioned above.
