Request For Information: Acquisition Of Access Control For The Pirkanmaa Wellbeing Area

The Pirkanmaa Welfare Area Is Preparing The Acquisition Of Access Control, Which Initially Consists Of The Procurement Of A Security Systems Integration Platform (Including An Independently Functioning Access Control System), An Access Control System, And The Maintenance, Repair And Maintenance Works Of The Abloy Os, Pacom Gms And Timecon 22 Access Control And Access Control Systems Already In Use In The Pirkanmaa Welfare Area, As Well As Their Expansion. It Is Planned To Publish A Request For Tenders For The Procurement During The Spring Of 2026. The Procurement Is Intended To Be Divided Into Sub-Areas As Follows: Sub-Area 1: Acquisition Of The Security Systems Integration Platform (Including An Independently Functioning Access Control System) Sub-Area 2: Acquisition Of The Access Control System Sub-Area 3: Maintenance, Repair And Maintenance Work Of The Abloy Os Access Control System And Expansion Sub-Area 4: Maintenance, Repair And Maintenance Work Of The Pacom Gms Access Control System And Expansion Sub-Area 5 Of The Timecon 22 Access Control System Maintenance, Repair And Maintenance Work And Expansion. The Goal Of The Request For Information Is To Obtain Comprehensive Information About The Availability And Features Of The Service, So That The Future Tender Can Be Carried Out In The Most Appropriate Way. This Is A Request For Information To Potential Service Providers, Not An Advance Notice, A Procurement Notice Or A Request For Tender. The Request For Information And The Answers Received Are Not Binding On Either Party. Answering A Request For Information Does Not Oblige You To Make An Offer At A Later Stage. Answering The Request For Information Also Does Not Affect The Potential Bidders Position In The Actual Tender, And Those Who Answered The Request For Information Are Not Compensated For Participating. The Information Regarding The Procurement May Change In The Final Tender Request. The Preliminary Draft Rfp (Appendix 1) To Be Published As An Attachment To The Request For Information Is A Draft Version That Outlines The Way The Competition Will Be Implemented, But At This Stage It Still Lacks Quite Key Issues That Will Be Added To The Final Rfp To Be Published. Such Matters Include, For Example, The Technical Requirements Of The Systems To Be Procured In Sub-Areas 1 And 2, Door Lists Other Than Those Described In Appendix 1.1, Information Security And Data Protection Requirements, Suitability Requirements, Other Absolute Requirements, Possible Features That Can Be Scored For Quality, And The Procurement Contract. The Procuring Entity Requests That, At This Stage, The Responses To The Request For Information Do Not Focus On The Deficiencies Described Above, But Rather Focus On The Questions Posed By The Procuring Entity (Appendix 2) And The Themes Appearing In The Preliminary Draft Request For Tenders. The Procurement Units Goal Is That Potential Bidders Would Be Given The Opportunity At A Later Stage Of The Procurement Process To Also Comment On The More Ready Bidding Material, In Which Case It Would Also Be Possible To Comment On The Currently Mentioned Missing Parts. The Preliminary Request For Tender Draft (Appendix 1), The Door Information Regarding The Access Control System Of The Y-Building (Appendix 1.1) And A Description Of The Desired Systems To Be Integrated Into The Security Systems Integration Platform (Appendix 1.2) Are Attached To This Request For Information On The Tarjouspalvelu.Fi Supplier Portal.
