Environmental Services – Finnish Railways Eu Noise Assessment For Railways 2027 And Action Plan 2029. The Task Is To Prepare A Noise Report In Accordance With The Eu Environmental Noise Directive (2002/49/Ec) On Railway Sections With A Traffic Volume Of More Than 30,000 Trains Per Year. The Total Length Of The Railway Sections Included In The Finnish Railways Agencys Eu Noise Report 2027 Is Approximately 165 Kilometers. A Map Of The Noise Investigation Sites And Spatial Data Are Presented In The Tender Documents. The Cnossos-Eu Calculation Model (Common Noise Assessment Methods In Europe) Is Used In The Noise Assessment According To The Environmental Noise Directive. The Calculation Procedure Is Regulated In The Commissions Directive (Eu) 2015/996 And The Amending Directive (Eu) 2021/1226, Which Was Issued On December 21, 2020. The Calculation Takes Into Account The Clarifications Given By The Ministry Of The Environment To The Calculation Procedure In Finland. In Addition, Noise Calculations Are Made Using The Common Nordic (Nordic Prediction Method) Calculation Model For Nationally Used Noise Magnitudes. In Finland, Environmental Noise Is Regulated Based On The Guideline Values Given In The Government Decision (993/92). The Guideline Values Apply To Daytime And Nighttime Average Sound Levels And Are Tied To The Common Nordic Calculation Model. According To The Government Decree (1107/2021), The Fifth Noise Reports Must Be Ready By June 30, 2027. The Reports Are Stored In The Information System Of The European Environment Agency. The Noise Barrier Data Collected In Connection With The Survey Must Be Submitted As Geographic Data Format Material (Geopackage (.Gpkg) Or Shapefile (.Shp)). The Data Is Delivered In Etrs89 / Tm35fin (Epsg:3067) Coordinate System And N2000 (Epsg:3900) Height System. Based On The Noise Survey, A Noise Control Action Plan For The Railways For The Years 2029–2034 Will Be Drawn Up. The Plan Presents The Policies And Means By Which The Norwegian Railways Agency Aims To Reduce Exposure To Noise Along The Railways And To Improve The Planning Process And Information Management During The Plans Operational Period. In Addition, The Plan Presents Guidelines For The Promotion Of Noise Control In The Longer Term. The Noise Control Action Plan To Be Drawn Up Must Meet The Requirements Of The Eu Environmental Noise Directive (2002/49/Ec) And The Government Regulation (1107/2021) In Terms Of Content. The Results Of The Action Plan And The Related Files Must Be Ready And Stored In The European Environment Agencys Information System By July 18, 2029 At The Latest.
