Expression of Interest for PEMEX Refineries Flare Gas Recovery Systems Engineering Study The World Bank Group (WBG), through the Global Flaring and Methane Reduction Partnership (GFMR), is seeking market input and prospective engagement with qualified consulting firms to undertake an up to 6 month conceptual engineering study of Flare Gas Recovery Systems (FGRS) at selected PEMEX refineries in Mexico. The objective is to identify technically sound and economically viable options to recover and valorize flare gas in a brownfield environment, while prioritizing process safety, operability, and emissions reduction, in support of Mexicos decarbonization agenda and global flaring reduction efforts. The proposed assignment follows a structured fourstep approach covering study framing, concept screening, detailed concept analysis and selection, and final reporting, and is designed to deliver a clear pathway to preFEED and FEED. The scope includes technical benchmarking, focused process and safety studies, indicative CAPEX, OPEX and emissions estimation, brownfield integration planning, and assessment of solution scalability and replicability across multiple refinery sites. Engagement would be governed by the WBG, with defined decision gates, stakeholder engagement, and documented deliverables at each stage. Market feedback gathered through this process will inform the feasibility, design assumptions, timelines, and potential structure of a future solicitation, while ensuring alignment with WBG standards and PEMEX operational and regulatory requirements.
