Background Fraternity Association for Social Cultural Work was established in 2000. Fraternity Association is a non-profit organization that aims at protecting and building resilience of Palestinian, Syrian and Lebanese children and youth through developing their skills, abilities and attitudes, also works on youth employability and skills development interventions in Lebanon. These interventions include, but are not limited to, providing short-term Technical and Vocational Education and Training (TVET) courses through which youth can obtain official certificates legalized by the Ministry of Education and Higher Education (MEHE). Given the evolving labor market needs and the diversity of vocational skills required, Fraternity Association seeks to contract one or more qualified TVET Institutes, licensed by the Ministry of Education and Higher Education (MEHE), through a competitive open tender process, to deliver short-term certified vocational trainings during the year 2026, subject to programmatic needs and budget availability. 2. Scope of Services The contracted TVET Institute(s) shall: Deliver short-term TVET courses. Issue official certificates legalized by the MEHE in accordance with the Lebanese regulations. Provide training monitoring documents such as attendance sheets and progress reports. 3. Indicative Training Areas Training programs may include, but are not limited to: Mobile Maintenance Digital Marketing Fashion Design Photography & Videography Graphic Design Personal Training Make up & Face care Hairdressing Cooking Media Other MEHE-compliant vocational specializations aligned with labor market demand 4. Estimated Number of Workshops Fraternity Association anticipates implementing one (1) to two (2) short-term TVET training workshops per quarter for the year 2026, subject to programmatic needs and budget availability. Each training workshop is expected to include approximately twelve to fifteen (12 - 15) participants. 5. Selection Criteria 5.1. Mandatory Criteria: Description Required Proof The institute must be a legally registered institution in Lebanon, and explicitly able to issue official invoices and receipts. Copy of legal registration certificates and any other relevant supporting document. The institute must be licensed by MEHE to operate as a TVET institute and authorized to issue legalized certificates under one or more categories. An official document(s) showing MEHE licensing and authorized field(s). The institute must have access to suitable training facilities in Beirut - Borj El Barjneh Location. Fraternity Association center in Beirut Bourj El Barajneh, Airport Street, Amleye Entrance, facing Ahmad pharmacy. The institute must demonstrate at least five (5) years of continuous experience in delivering TVET courses. This may include: copies of previously legalized certificates, training contracts, official MEHE correspondence, reference letters from partners/donors, etc 5.2. Technical Scoring Criteria: Number of MEHE-approved categories. Availability of training facilities. Experience with donor-funded projects. Review of course description/outline focusing on: Market relevance Defined duration Practical vs theoretical component ratio. 6. Technical Offer The Technical Offer shall demonstrate the bidders institutional, legal, and operational capacity to deliver MEHE-certified short-term TVET courses in accordance with the scope of this tender. The Technical Offer must include the following documents and information: Mandatory Administrative & Legal Documents Legal registration certificate(s) Able to provide official Invoices and receipts MEHE authorization to issue certificates under approved categories/specializations Institutional & Operational Information Brief institutional profile Description of training facilities and locations Experience Evidence of at least five (5) years of continuous experience delivering MEHE-certified or MEHE-legalized TVET courses Sample of past TVET courses delivered in donor-funded programs. Course Information List of proposed courses aligned with MEHE-approved categories For each proposed course, a course outline including: Course title Total duration (hours) Brief focusing on practical vs. theoretical content (distribution in hours). 7. Financial Offer 7.1. Scope of the Financial Offer The Financial Offer must include unit prices covering a sample of training workshops based on the Indicative Training Areas listed in this tender: Mobile Maintenance Digital Marketing Fashion Design Photography & Videography Graphic Design Personal Training Make up & Face care Hairdressing Cooking Media If a bidder does not provide one or more of the above training areas, the bidder may replace the unavailable training(s) with another MEHE-compliant vocational training that the institute is authorized to deliver. Bidders may also include unit prices for additional MEHE-compliant vocational training areas beyond the required sample. 7.2. Pricing Structure Prices must be provided using the following structure: Cost per workshop (based on 1215 participants) All prices must be: Provided in USD Inclusive of all costs related to training delivery, including trainer fees, training materials, use of facilities and equipment, certificate issuance, legalization from the Ministry of Education and Higher Education. No additional costs related to certification shall be charged unless explicitly stated and approved. 7.3. Financial Evaluation Clarification Prices submitted for the required sample of training workshops will be used for financial comparison and scoring. 7.4. Disclaimer The Financial Offer does not constitute a commitment to implement all priced trainings. Trainings will be commissioned based on need, subject to programmatic priorities and budget availability. 8. Submission of Offers Bidders must submit two separate sealed envelopes, clearly labeled as follows: Envelope A: Technical Offer Envelope B: Financial Offer Notes: - Only Technical Offers will be opened and evaluated initially. - Financial Offers will be opened only for bidders who meet all mandatory eligibility criteria and pass the technical evaluation. - Applicants bear all expenses resulting from applying to this tender. - Payments will be made from Fresh Money account, and the contracted Institute(s) bear all bank charges resulting from the payment method (Fresh Money Cheque). 9. Evaluation and Award Tenders will be evaluated based on mandatory eligibility criteria, technical scoring criteria, and financial evaluation. Fraternity Association is not obliged to award the contract to the lowest-priced bidder. Fraternity Association may award contract to one or more institute.
