Tenders are invited for Education Technology Consultant for the Early Grade Education Activity Closing Date: 13 Feb 2026 Type: Consultancy Terms of Reference: Development Gateway Education Technology Consultant for the Early Grade Education Activity About Development Gateway and the Early Grade Education Activity (EGEA) Development Gateway: An IREX Venture (DG) is an international non-profit organization with approximately 80 team members based in more than 10 countries worldwide. By leveraging the combination of programmatic and IT developer capacity and skills within DG, over the last 20 years we have researched data ecosystems, built digital tools to support those data ecosystems, and advised on data strategy and digital transformation to strengthen decision-making, transparency, and service delivery. Purpose and Requirements DG is seeking an experienced education technology consultant to support the Early Grade Education Activity (EGEA, also known as ASAS). DG is one of several consortium partners, led by IREX, implementing the ASAS program in Jordan between 2023-2028, funded by the U.S. Department of State. As a large-scale development program, ASAS is a complex, high-paced, and outcome-oriented initiative. The overall aim of ASAS is to improve the quality of early grades (K-G3) education outcomes for children in Jordan. The program aims to achieve this by supporting the education of student teachers while they are still at university (pre-service teachers), and also by supporting early grades students and teachers (in-service teachers). This role will focus primarily on the Ministry of Education (MoE)-level AI readiness assessment led by IREX and Development Gateway (DG), in close collaboration with the Jordanian MoE. The assessment targets approximately 4,000 teachers and 400 parents through separate quantitative surveys, complemented by approximately 30-40 qualitative Key Informant Interviews (KIIs) with key education stakeholders. The consultant will support the analysis, synthesis, and presentation of the assessment findings, contributing to a comprehensive draft report and accompanying PowerPoint presentation. The report will capture key data insights, reflections, and actionable recommendations. The consultant will also participate in-person in a data analysis workshop with DG, IREX, and the MoEs ASAS Technical Committee to interpret initial findings and co-develop practical recommendations. This assignment will require up to 20 working days, including 3 days in Amman, Jordan, in early March 2026 (with travel expenses covered separately). Timeline: 18 February to 18 April 2026. Key Responsibilities Key responsibilities of the consultant include: Familiarization and background review: Rapidly review and familiarize yourself with key ASAS program documentation, background materials related to the AI assessment, relevant tools, and data collected to date. Supplementary desk review and specialist input: Enrich the existing desk review with specialized insights on effective edtech and digital learning approaches. Integrate global and MENA-region perspectives and comparative experiences relevant to Jordans education context. Identify practical, adaptable best practices from similar contexts and propose a costed implementation roadmap for feasible application in Jordan. Strengthen the forward-looking and actionable nature of recommendations while ensuring they remain grounded in the local context. Collaborate with IREX and DG policy teams to advise on the international benchmarking of Jordans results, as required. Data analysis workshop support: Contribute to the design and facilitation of an in-person data analysis workshop in Jordan, supporting interpretation and synthesis of key findings. Reporting and synthesis: Under the guidance of DG and IREX, produce a draft report in English synthesizing insights and findings from the activities above. Incorporate one round of major revisions and one final round of minor edits, based on feedback from DG and IREX. Lead in shaping the recommendations section of the final report by: Integrating global and regional evidence on effective edtech & digital learning tools. Presenting practical examples and best practices that can be adapted for Jordan. Ensuring recommendations are actionable, contextually relevant, and aligned with national priorities. Outputs/Deliverables A draft assessment report in English (approximately 30-50 pages, excluding annexes), including: An executive summary; A synthesis of the key findings, reflections, and recommendations from the AI readiness assessment; and Clear, data-driven infographics designed to distill complex technical information and present key data and insights in a concise, visually engaging, and accessible format. Well-organized, clear, referenced and accessible notes documenting: Relevant global and regional insights on effective edtech and digital learning tools; Practical best practices from comparable contexts; and Synthesized notes and minutes from the 3-day data analysis workshop. Physical presence and facilitative support during the 3-day data analysis workshop held in Amman. Experience Essential Experience: 510 years of professional experience in the education technology (edtech) sector, including substantive work in the MENA region, and a deep understanding of regional and global edtech trends. Technical and policy expertise: A blend of hands-on and strategic experience, ranging from support for school-level digitalization and digital transformation to advisory roles on digital education policy and systems-level reform. AI knowledge: Demonstrated knowledge of emerging trends, opportunities, and risks associated with artificial intelligence (AI) in the early education sector. Analytical skills: Proven ability to analyze and synthesize large volumes of qualitative and quantitative data, apply multiple analytical methodologies, and extract key insights and trends efficiently. Reporting and communication: Strong capacity to synthesize complex information from diverse sources and produce high-quality, engaging, and detailed written outputs in English tailored to varied audiences, including policymakers and the general public. Workshop facilitation: Documented experience in designing and facilitating multi-day workshops that bring together education and technology policy professionals. Project management: Excellent organizational and time-management skills, with a consistent track record of delivering complex outputs to tight deadlines. Availability: Willingness and ability to travel to Amman for a three-day, in-person workshop in early March 2026. Desirable Language: Fluency in written and spoken English and Arabic Country knowledge: Strong understanding of Jordans education system, including key stakeholders, structures, and reform priorities. Digital policy awareness: Familiarity with Jordans approach to digital transformation and relevant national policies and strategies. Data visualization: Ability to design clear and engaging infographics that effectively communicate complex data trends and insights to diverse audiences.
