Tenders are invited for Media and Communication Consultant About ABAAD ABAAD Resource Center for Gender Equality is a UN ECOSOC accredited organization that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD advocates for the development and implementation of policies and laws that enhance womens effective participation, through a rights-based approach that would bring about tangible change to gender justice. With the purpose of ending gender-based violence, ABAAD adopts a holistic care approach to provide protection and support services to GBV survivors/right holders during times of peace, war and disasters since 2011. I. Project Overview Project Title: Walking Towards Safety: Fostering Child Protection & Mitigating Child Sexual Abuse in Lebanon Project Objective: Walking Towards Safety aims to strengthen child protection systems in Lebanon by building local leadership, enhancing civil society capacity, and establishing sustainable, evidence-based community mechanisms to prevent and respond to child abuse. The project aligns with global localization and sustainability efforts, and with the Kingdom of the Netherlands strategy, supporting community-rooted approaches to address gender-based violence (GBV) and child protection challenges in Lebanon. As part of the projects Advocacy for Reform of Law 422 on Juvenile Protection, ABAAD seeks to partner with a highly qualified Advocacy Technical Expert / Firm / Knowledge Production Institution with demonstrated experience in behavioral change, communication, advocacy strategy, and research-based campaigning. II. Call for Partnership ABAAD is seeking a partner to support the design, implementation, and visibility of a national advocacy campaign focused on advancing legal reform of Law 422, promoting child protection, and influencing public opinion and decision makers. III. Scope of Work The partner will support ABAAD in the following interrelated areas: 1. Digital Content Creation & National Advocacy Campaign on Law 422 Support the development of a national digital and community-based advocacy strategy for reform of Law 422. Develop targeted multimedia messaging, including digital content (social media, web, video, animated content, infographics, and campaign materials). Ensure content is evidence-based, culturally appropriate, behavior-change focused, and accessible to diverse audiences. Support online engagement and community activation to raise awareness, increase public support, and mobilize key stakeholders. Advocacy Approach includes: Digital and offline campaign messaging Targeted multimedia engagement Position papers, policy briefs, or advocacy notes as needed Coordination with ABAADs research findings High-Level Roundtable Discussions: Facilitate and support advocacy strategy and stakeholder engagement for discussions with: Ministry of Social Affairs Ministry of Justice Ministry of Education Legal experts Religious and community leaders Child protection practitioners Goal: Build consensus and advance legal reforms that enhance child protection frameworks in Lebanon. 2. Visibility & Media Outreach Develop and execute a visibility plan for the campaign across: Print media (newspapers, magazines) Outdoor advertising (unipoles, billboards) TV and radio ad slots Online platforms and social media channels Ensure visibility products align with campaign messaging and reach target audiences effectively. 3. High-Level Advocacy Event Support planning, coordination, and execution of a high-level advocacy event involving key stakeholders (government officials, legal experts, community leaders, youth representatives, and media). Provide technical input on agenda, messaging, participant outreach, and event materials. 4. Nationwide Video Competition Outreach & Coordination Support In collaboration with ABAAD, the partner will support the outreach and coordination of the nationwide video competition aimed at engaging young creatives in producing short videos on key child protection themes: Child safety Positive parenting Prevention of abuse Childrens rights Scope of Support: Conduct outreach and coordination with universities, media institutes, and relevant youth networks to encourage student participation in the competition Support the dissemination of the call for participation through appropriate academic and youth-focused channels Assist in coordinating communication with interested participants and institutions Support ABAAD in the formation and coordination of a selection committee, including communication with committee members and organizing the review process Provide logistical and coordination support related to the competition process, as needed Competition Goals (Overall Initiative): Encourage youth engagement in child protection advocacy through creative media Promote child protection awareness through youth-led content Support the selection and recognition of impactful videos that contribute to public awareness efforts IV. Expected Outputs / Deliverables The partner is expected to deliver, at minimum: Advocacy Strategy - National advocacy strategy including digital, community, and stakeholder components Content Package - Multimedia content (social media, video clips, infographics, print ads, radio/TV ads) Visibility Plan - Detailed media outreach plan with channels, audiences, and timelines Roundtable Support - Stakeholder mapping, discussion briefs, event coordination support High-Level Event Plan - Event concept note, agenda, invite lists, and communication materials Competition Support - Promotional materials and outreach strategy for video competition All deliverables must adhere to project branding, messaging, safeguarding norms, and ethical standards, and must be delivered in accessible digital formats. V. Duration of Assignment The assignment is expected to start upon contract signature and continue through the duration of the advocacy campaign, with specific timelines agreed upon in the inception phase. Estimated duration:4 months. VI. Required Qualifications & Experience The ideal partner should demonstrate: Proven experience in national advocacy campaign design and implementation, especially in legal reform or social policy advocacy. Demonstrated capacity in digital content creation, behavior change communication, and multimedia campaign execution. Experience with media outreach including print, outdoor, TV, and radio. Strong stakeholder engagement and facilitation skills, including experience with policymakers, civil society, and community leaders. Familiarity with child protection, GBV, and related legal frameworks in Lebanon and the MENA region. Knowledge production expertise, including research integration into advocacy planning. Established partnerships with media outlets and creative networks (e.g., for video competitions and content dissemination).
