Request for Proposal for Automated Speed Enforcement Programme - Integrated Traffic Management And Enforcement System (Itmes The Cayman Islands Government (CIG), through the Ministry of Planning, Lands, Agriculture, Housing, and Infrastructure (PLAHI) and the National Roads Authority (NRA), is seeking proposals for consultancy support to design and support the procurement of an Integrated Traffic Management and Enforcement System (ITMES). The ITMES will provide a coordinated, technology-enabled framework to improve road safety outcomes across the Cayman Islands, including the use of automated-speed enforcement and supporting digital systems. The consultancy is expected to support system design, options analysis, cost and delivery planning, governance and legal considerations, and preparation of procurement documentation in alignment with Cayman Islands procurement regulations and international best practice. This engagement forms part of a phased approach, with this procurement focused on specialist advisory and procurement support to enable subsequent system implementation.
