Energy And Related Services – Expert Support In The Field Of Energy Performance Certificates And Other Content Related To The Implementation Of The Directive On The Energy Efficiency Of Buildings. The Ministry Of The Environment, Climate And Energy Is Responsible For The Measure Of Energy Certificates (Hereinafter: Ei) Within The Framework Of Its Competences Based On The Act On Efficient Use Of Energy (Official Gazette Of The Republic Of Slovenia, No. 158/20, Hereinafter: Zure). Pursuant To Article 46, Zure Must Annually Make A Random Selection Among All Eis Issued Annually And Conduct Control Over The Selected Eis To Ensure Statistically Significant Compliance Results. The Ei Measure Is Upgraded With The Transposition Of The Epbd Directive. With The Adoption Of Zure-1, Obligations Will Be Transferred From The Epbd Directive, Which The Member State Must Transpose Into Its Legal System. The Ei Will Have To Contain An Expressed Assessment Of The Energy Efficiency Of The Building With The Consumption Class Of Primary Energy Use And Other New Energy Efficiency Indicators, And Enable Comparison And Assessment Of Its Energy Efficiency. The Ei Will Now Have Upgraded Recommendations For Cost-Effective Improvements In Energy Efficiency In The Building And The Reduction Of Operational Greenhouse Gas Emissions And The Quality Of The Environment In The Closed Spaces Of The Building Or Building Unit. Additionally, It Is Introduced That Ei, Which Are Below Level C, That It Will Be Necessary To Invite Building Owners To Contact Points, Where They Will Obtain More Information And Advice Regarding The Renovation Of The Building. Ei Will Have To Be Provided By Owners For Buildings That Have Undergone Major Renovation. An Independent Expert Will Have To Physically Inspect The Building, Except For Single-Family Buildings Less Than 10 Years Old, And, Where No More Measures Are Foreseen, He Will Also Have The Option Virtually With Visual Inspections. With The Adoption Of The New Zure-1, Which Includes Transferred Obligations From The Epbd Directive, The Adoption Of New Updated By-Laws Is Necessary, Which Requires The Preparation Of Expert Bases And The Preparation Of Drafts Of Proposed Amendments To The By-Laws: - Rulebook On The Methodology For Producing And Issuing Energy Certificates For Buildings And - Rulebook On Training, Licenses And The License Register Of Independent Experts For The Production Of Energy Certificates. The Transposition Of The Epbd Directive Introduces Building Renovation Statements So That Building Owners Can Plan The Gradual Renovation Of Their Building. The Building Renovation Report Includes An Adapted Timetable For The Comprehensive Renovation Of A Specific Building, But It Will Not Be A Mandatory Document. At The Owners Request And Expense, It Is Produced In Digital Form By An Independent Ei Expert And Issued By An Independent Ei Publisher.
