The Subject Of The Order Is The Development Of E-Services And Computerization Of Opole Lubelskie And Partner Communes As A Path To Digital Transformation, Regarding The Creation Of A Partner Platform To Conduct Planning Procedures For All Project Partners, I.E. The Opole Lubelskie Commune, The Kurów Commune, The Poniatowa Commune, The Stoczek Łukowski Commune, The City Of Stoczek Łukowski.2. The Subject Of The Order Is Co-Financed By The European Funds For Lubelskie 2021-2027 Program, Priority Axis Ii Economic And Digital Transformation Of The Region, Measure 2.1 Digital Lubelskie. The Order Includes The Launch Of E-Services For Residents, Which Includes The Following Elements Of The Order: 1) Purchase Of A Software License Of A Partner Platform For Conducting Planning Procedures For Project Partners (1 Pc.) 2) Purchase Of Software Implementation Services For A Partner Platform For Conducting Procedures Planning For Project Partners (1 Pc.)3. A Detailed Description Of The Subject Of The Order, Including The Definition Of The Minimum Requirements, Is Presented In Annex No. 1 To The Swz - Detailed Description Of The Subject Of The Order (Sopz). The Ordering Party Informs That Where The Ordering Party Has Described The Subject Of The Order By Reference To Standards, European Technical Assessments, Approvals, Technical Specifications And Technical Reference Systems, Solutions Equivalent To Those Described Are Allowed. The Ordering Party Informs That Where In The Swz And Its Annexes It Has Described The Subject Of The Order By Indicating Trademarks, Patents Or Origin, Source Or Specific Process That Characterizes The Products Provided By A Specific Contractor, Which Could Lead To The Preference Or Elimination Of Certain Contractors Or Products, The Ordering Party Allows A Solution Equivalent To The One Described, Provided That They Have No Worse Properties And Quality. A Contractor Who Refers To Solutions Equivalent To Those Described By The Ordering Party Is Obliged To Prove In Its Offer That The Proposed Solutions Meet The Requirements Specified In The Description Of The Subject Of The Order To An Equivalent Extent.5. The Ordering Party Does Not Allow The Possibility Of Submitting Partial Offers. The Order Cannot Be Divided Into Parts Because The Purpose Of The Order Is To Achieve The Result Of Launching E-Services Based On The It System (Hereinafter: The System), Which Consists Of Integrated Application Software, Which Together Are Necessary For Its Operation (Data Supply, Process Management). The Above Approach Indicates The Need To Jointly Order All The Application Software Included In The System, Because: 1) The Optimal Method And Scope Of Integration Between Applications, Necessary To Achieve The Result, Must Be Designed As Part Of The Order For The Entire System, 2) The Performance Of All Works Aimed At Launching The System By One Contractor Ensures Its Clear And Exclusive Responsibility For Achieving The Expected Result, 3) Covering The Sy
