To enhance efficiency, transparency, and accessibility, the authority started to develop a comprehensive web portal dedicated to procurement activities, announcements, and more according to the Public Procurement Law and its amendments Specific objectives The objective of this assignment is to provide systematic Quality Assurance oversight for the PPA portal, ensuring that: The platform operates reliably and consistently Content published is accurate, complete, and compliant with public procurement regulations User journeys are clear and accessible for all stakeholders Issues are detected early, documented, and resolved efficiently Anticipated result Improved overall reliability and stability of the portal through systematic identification and resolution of functional issues Enhanced accuracy, consistency, and completeness of published procurement information Clearer, more intuitive journeys for contracting authorities, suppliers, and the public Strengthened compliance with public procurement laws, regulations, and PPA publication standards Availability of clear QA documentation and issue tracking to support continuous improvement and informed management decisions Description of the specialists mission and Deliverables To effectively execute the guidelines outlined in Chapter 4 of Law 244 on public procurement, the Public Procurement Authority (PPA) is establishing a robust, adaptable, and user-friendly web portal built upon an open-source content management framework. This portal will cater to approximately 2,000 registered entities, each granted access based on their respective roles and permissions. The PPA portal is a central hub for transparent, efficient, and user-friendly access to procurement-related information and services that empowers stakeholders to participate effectively in public procurement processes, promotes integrity and accountability, and drives efficiency and value for money in government spending. Scope of Work The Quality Assurance Specialist shall be responsible for the following tasks: 1.1 Functional and Technical Quality Assurance Review and test portal functionalities (forms, workflows, uploads, search, filters, downloads). Validate system behavior across browsers and devices. Identify functional bugs, performance issues, or broken workflows. Verify fixes and enhancements. 1.2 Content and Data Quality Check accuracy, completeness, and consistency of published procurement content. Verify correct categorization, tagging, and metadata usage. Ensure alignment between Arabic and English content where applicable. Flag outdated, duplicated, or incorrect information. 1.3 Usability and User Experience (UX) Review navigation logic and information architecture. Assess clarity of instructions, labels, and procurement workflows. Identify usability barriers for suppliers, contracting authorities, and the public. Propose improvements to enhance accessibility and ease of use. Compliance and Standards Verify portal adherence to applicable public procurement laws, regulations, and PPA guidelines. Ensure consistency with approved templates, formats, and publication rules. Issue Tracking and Reporting Establish and maintain a centralized issue-tracking system to document all identified issues related to functionality, content quality, usability, performance, and regulatory compliance of the PPA Portal. Use an open-source issue-tracking or project-management tool to ensure transparency, auditability, and long-term sustainability, without dependency on proprietary licenses. The selected tool shall, at a minimum, support: Role-based access and permissions Issue categorization and severity/priority levels Status tracking and audit trail Attachments (e.g. screenshots, logs, documents) The tool may include, but is not limited to, open-source solutions such as Redmine, OpenProject, or equivalent platforms, subject to validation by the Public Procurement Authority IT Manager. Ensure that both the Public Procurement Authority (PPA) and the technical service provider are granted appropriate access to allow real-time follow-up, coordination, and validation of issue resolution. Actively monitor issue resolution progress, validate fixes once implemented, and update issue status accordingly. Produce concise periodic summaries and reports derived from the issue-tracking system to support management oversight and informed decision-making. Upon completion or termination of the assignment, ensure full handover of the issue-tracking repository, including access credentials, documentation, and data, to the Public Procurement Authority, which shall retain full ownership of all records and content therein. 1.6 Coordination and Support Work closely with the portals technical service provider and internal PPA teams. Participate in review meetings related to releases or changes. Deliverables The Quality Assurance Specialist is expected to produce the following deliverables: Initial QA Assessment Report of the PPA Portal. Regular QA Issue Logs with status tracking. Quality Assurance Summary Report. Pre-release QA Validation Notes for major updates or changes. Recommendations for continuous improvement Implementation The total level of effort for this assignment shall be twenty-five (25) working days, to be implemented in a phased and coordinated manner, as outlined below: 15 Man days shall be allocated to: Initial and ongoing quality assurance assessments. Documentation of findings. Issue logging, analysis, and reporting. These days shall be scheduled in alignment with the portals operational needs and at times to be fixed in coordination with the technical service provider, to ensure availability of relevant system environments, releases, and updates. 10 Man days shall be allocated to: Verification and validation of implemented fixes and corrective actions. Re-testing of functionalities, content, and workflows following issue resolution. Confirmation of closure of reported issues and updates to the issue-tracking system. Reporting and Supervision The Quality Assurance Specialist will report directly to the designated PPA IT Manager and work in close coordination with: PPA management Technical service providers Expertise France Component Manager and IT Expert. Confidentiality The Quality Assurance Specialist shall treat all information obtained during the assignment as strictly confidential. This includes, but is not limited to, technical documentation, system configurations, source code access (if any), user data, operational procedures, unpublished procurement information, internal communications, reports, and any other material related to the PPA Portal and the operations of the Public Procurement Authority. The Quality Assurance Specialist shall not disclose, reproduce, distribute, or use such information for purposes other than the performance of this assignment, unless prior written authorization is obtained from the Public Procurement Authority. As a condition of engagement, the selected Quality Assurance Specialist shall be required to sign a Non-Disclosure Agreement (NDA) with the Public Procurement Authority prior to commencement of the assignment. The NDA shall remain valid during the assignment and continue to apply after its completion or termination, without limitation in time, unless otherwise specified by the Authority. Any breach of confidentiality or violation of the NDA may result in immediate termination of the contract and may give rise to legal or administrative action in accordance with applicable laws and regulations. All materials, documentation, reports, and outputs produced under this assignment shall remain the exclusive property of the Public Procurement Authority.
