Tenders are invited for Data Analyst. Project: Supporting progress in key areas of public administration reform in Lebanon. Since 2019, Lebanon has been facing one of the worst economic crises globally since the mid-nineteenth century according to the World Bank, with 2 major events intensifying its impact, the COVID-19 pandemic and the Beirut port explosion in 2020. As the financial and economic situation unfolds, the downfall can be seen in all of the countrys aspects, from the availability of state services to the functioning of public administrations. Understanding the extent of this downfall requires an overview of several key facts that could represent Lebanons new reality. Lebanon has also been facing political and economic crises for several years. The country has a complex political system that is based on power-sharing arrangements among its religious sects. However, this system has led to political gridlock, corruption, and a lack of accountability, which has resulted in a deteriorating economic situation and social unrest. The political deadlock in Lebanon refers to the ongoing inability of the countrys political leaders to form a functioning government. This deadlock has been repetitive and has always persisted for multiple months and sometimes years. The countrys worsening context has severe consequences on all sectors, with Lebanese public administrations being the most affected due to the reduction of available public funds. This has affected the core of public services and the basic functioning of administrations. A new EU Program Action started in December 2023 that aims to support progress in key areas of public administration reform in Lebanon through enhancing the integrity, transparency and accountability of its public administration aligned with the principles of a modern public administration. It consists of three outcomes: Safeguarding integrity of the public administration, mainly in the area of public human resources management (i.e. civil service reform); Enhancing transparency in public administration systems, mainly in the area of public procurement at central and local level (i.e. public financial management reform) and access to public information (i.e. accountability); Strengthening accountability of the administration by reinforcing the role of the main oversight bodies (i.e., Central Inspection Board, Court of Audits and National Anti-Corruption Commission) in implementing reform, fighting and preventing corruption. The Outputs to be delivered contributing to the outcome 2 on public procurement reform are: 2.1. Centralized and decentralized public procurement systems more transparent by setting up the e-procurement platform; 2.2 Skills of procurement officers and stakeholders enhanced and public procurement function created; 2.3 The public procurement system is regulated by an independent authority committed to the principles of transparency, fair treatment of all bidders and equal opportunities to participate; 2.4 The role of civil society organizations in supervising and monitoring public procurement enhanced. Needs justification Albeit the financial crisis, almost all Lebanese governmental entities have suffered from budget cuts that affected negatively on their IT infrastructure and IT systems spending. The complications have multiplied with the financial crisis and political gridlock in the country, leaving most public administrations in dire need of support. The PPA, officially established on July 29, 2022 in accordance with the law, is a public procurement regulatory authority, whose missions defined by article 76 of law 244/2021, and include: Assistance and control of contracting entities in their public procurement operations. The variation of the law in secondary legislation. The definition of national public purchasing policies. The creation of public buyers professions and the definition of a national training policy. The establishment of an e-procurement system. International cooperation in public procurement. The project aims to support the IT and Capacity building needs of the public procurement authority. Digitalization and reliance on IT solutions are key to the success of the PPA, especially with the international standards for transparency in public procurement. Objectives and desired results General objective The objective of this assignment is to engage a Data Analyst to design, develop, and implement a customized analytical dashboard presenting key performance indicators (KPIs) and visual analytics related to the different functional areas of the Public Procurement Authority of Lebanon, to support evidence-based decision-making, performance monitoring, and institutional oversight. Specific objectives The specific objectives of this assignment are to: Define and structure KPIs aligned with the mandates, workflows, and oversight functions of the Public Procurement Authority. Translate business and regulatory requirements into meaningful analytical indicators and visual representations. Design and implement interactive dashboards presenting charts, tables, scorecards, and trend analyses. Ensure clarity, consistency, and transparency in KPI definitions and calculation methodologies. Enable comparative analysis across time periods, sections, or procurement categories. Develop a scalable dashboard solution that can be enhanced or replicated in the future. Anticipated result Upon completion of the assignment, the following results are expected: A fully operational KPI dashboard providing consolidated analytical views across the Authoritys core functions. Improved capacity of management and technical teams to monitor performance and identify inefficiencies or risks. Standardized KPI definitions and reporting logic are available for reuse and institutional reference. Enhanced visibility and interpretability of procurement data for internal governance purposes. A sustainable analytical product that can be maintained by the Authority or its designated technical partners Description of the specialists mission and Deliverables Scope of Work The Data Analyst shall perform the following tasks: Review relevant operational documentation, processes, and reporting requirements of the Authority. Conduct consultations with relevant stakeholders to gather dashboard and KPI requirements. Propose an analytical framework including KPI definitions, data dimensions, and visualization logic. Design and develop interactive dashboards using appropriate data visualization tools. Implement filters, drill-down capabilities, and time-based comparisons where applicable. Ensure consistency, accuracy, and traceability of data used in the dashboards. Support user testing, validation, and iterative refinement of the dashboard. Provide basic documentation and knowledge transfer to designated staff. The assignment focuses on data analysis and visualization. It does not include core system development, database administration, or infrastructure management. Deliverables The Data Analyst shall deliver the following outputs: KPI Definition and Methodology Document Detailed KPI descriptions Calculation logic and assumptions Update frequency Dashboard Prototype Initial analytical layouts and sample visualizations for review Final KPI Dashboard Fully developed and interactive dashboard Approved KPIs and visual components User and Technical Documentation Dashboard usage and navigation guide KPI interpretation notes Final Report Summary of activities undertaken Key observations and recommendations for future enhancements Implementation The total level of effort for this assignment shall be twenty-five (25) working days, to be implemented in a phased and coordinated manner, as outlined below: Phase 1 Inception and Analytical Design (5 working days) Activities: Review relevant documentation, workflows, and reporting needs. Consult key stakeholders to identify priority KPIs and analytical requirements. Define and validate KPI framework, calculation logic, and data sources. Design dashboard structure and visualization approach. Outputs: Inception Note KPI Framework and analytical design Phase 2 Dashboard Development and Validation (15 working days) Activities: Develop interactive dashboards and visual analytics. Integrate approved data sources and implement filters and comparisons. Conduct stakeholder reviews and incorporate feedback. Validate data accuracy, consistency, and usability. Outputs: Prototype and revised dashboard versions Final validated KPI dashboard Phase 3 Finalization and Knowledge Transfer (5 working days) Activities: Finalize dashboard and documentation. Deliver user guidance and KPI interpretation notes. Present results and recommendations for future enhancements. Outputs: Final dashboard solution User documentation and final report Reporting and Supervision The Data Analyst will report directly to the designated PPA IT Manager and work in close coordination with: PPA management Technical service providers Expertise France Component Manager and IT Expert. Confidentiality The Data Analyst shall treat all information obtained during the assignment as strictly confidential. This includes, but is not limited to, technical documentation, system configurations, source code access (if any), user data, operational procedures, unpublished procurement information, internal communications, reports, and any other material related to the PPA Portal and the operations of the Public Procurement Authority. The Data Analyst shall not disclose, reproduce, distribute, or use such information for purposes other than the performance of this assignment, unless prior written authorization is obtained from the Public Procurement Authority.
