Request for proposals for Migration, Inclusion & Community Support 1. Background & Purpose The Rosa Luxemburg Stiftung (RLS) is a German political foundation affiliated with the German party Die Linke (the Left). RLS promotes political education, progressive social research, and support for grassroots movements. The RLS Regional Office in Beirut works across Lebanon, Syria, and Iraq, supporting initiatives that address deep structural challenges in the region. Migration, both internal and cross-border, is a defining dynamic of the region today. People move for safety, economic opportunity, education, family unity, or survival from violence and environmental shocks. Migrants, refugees, and displaced communities face obstacles including legal exclusion, exploitation, limited access to services, discrimination, and social isolation. Through this Call for Proposals, RLS Beirut aims to support local initiatives, civil-society actors, grassroots groups, and networks working to promote safe, dignified, inclusive, and rights-based approaches to migration across Lebanon, Syria, and/or Iraq. This call will fund two projects that advance positive migration-related outcomes within communities. 2. Objectives Proposals should address one or more of the following: Projects that facilitate awareness of rights, access to legal information, protection services, and safe pathways for migrants and refugees. Strengthen the social, cultural, economic, and political inclusion of migrants, refugees, and their families in host communities. Initiatives that encourage mutual understanding, solidarity, cooperation, and shared activities between migrants and local populations. Capacity building for migrant and refugee-led organizations to participate effectively in political and community life. Studies, documentation or policy brief on migration dynamics, barriers to inclusion, policy frameworks, best practices, or lived experiences of migrants that offer actionable strategies. Projects that build networks across different migration-impacted communities or across Lebanon, Syria, and/or Iraq. 3. Expected Outputs / Outcomes Applicants should clearly outline expected results. These can include (but are not limited to): Community interventions (e.g., awareness campaigns, legal clinics, joint cultural or educational events). Capacity-building activities (training sessions, organizational support, participatory planning). Research reports, case studies, or policy briefs offering recommendations on migration governance, inclusion, or protection. Tools, methodologies, models, or pilot practices for migrant inclusion and rights protection. Networks, alliances, or partnerships that bridge migrants and host populations across contexts. 4. Eligibility & Requirements Applicants should demonstrate: Experience in migration-related work, community support, advocacy, or research. Understanding of local migration contexts, including legal, social, and cultural dynamics. Commitment to human rights, dignity, non-discrimination, inclusion, and justice. Capacity to implement activities or produce research with a clear methodology and feasible timeline. A realistic budget and transparent financial planning. A diverse, inclusive project team where relevant. How to apply 5. How to Apply Interested applicants must submit: A project proposal (max 5 pages excluding annexes), including background, objectives, target groups, methodology, activities, expected outcomes, timeline, and risk assessment. A detailed budget explaining planned use of the grant funds. CV(s) of key team members and a brief description of organizational experience. 6. Evaluation Criteria Proposals will be evaluated based on: Relevance to migration inclusion and contextual needs (20%) Clarity, coherence, and feasibility of project design and methodology (20%) Capacity and experience of the applicant or team, including contextual understanding (20%) Realistic and justified budget (20%) Potential for sustainability, scalability, and long-term impact (20%) 7. Duration, Geography, & Grant Size Projects may focus on one country (Lebanon, Syria, or Iraq) or involve cross-country collaboration. Expected maximum project duration: nine months. Project must end by November 30 at the latest. Grant amount: 10,000 EUR per selected project. 8.
