For The Timely And Efficient Further Implementation Of The Funding Programs, The Processing Of The Ongoing Funding Projects From Ihatec Ii, Digitest And Namkü (Service Phase 1) As Well As The Project Sponsorship For The Continuation Of These Funding Guidelines (Service Phase 2), An External Service Provider (An) Is Required Who Is Responsible For All Services For The Client (Client) That Are Associated With The Operational Implementation Of The Funding Programs. The Contractor Supports The Client In All Phases Of Project Funding By Taking On Scientific-Technical And Administrative Tasks Of Administrative Funding Processing As Well As In Questions Of The Further Development Of Funding Guidelines. This Includes Careful Technical And Administrative Planning, Support And Control. The Contractor Issues The Funding Notices, Handles The Funding Projects Financially And Checks The Interim And Usage Records Of The Funded Projects And - If These Have Been Set - Monitors The Earmarking Periods. The Contractors Obligation To Perform Relates, Among Other Things, To Compliance With And Fulfillment Of State Aid Regulations, E.G. B. General Block Exemption Ordinance (Agvo) And Funding And Administrative Procedural Requirements In Accordance With Sections 7, 23 And 44 Of The Federal Budget Code (Bho), Including The Relevant Administrative Regulations And Sections 48, 49 And 49A Of The Administrative Procedure Act (Vwvfg). ** The Scope Of Services Is Divided Into Two Service Phases. Service Phase 1 Includes The Support Effort In Project Support That Still Needs To Be Processed After The Namkü Funding Guideline Expires (End Of 2025) And The Previous Project Sponsor Agreement (06/2026), Both With Scientific-Technical And Administrative Tasks. The Term Of The Ihatec, Digitest And Namkü Funding Guidelines Ends On December 31, 2025. However, The Approval Periods Of Individual Funding Notifications Of Up To 48 Months (Currently The Longest: Ihatec Until December 31, 2028, Digitest Until September 30, 2026 And Namkü Until December 31, 2027) Go Well Beyond The Duration Of The Funding Guidelines. Following The Approval Periods Of The Funding Notices, Proof Of Use Checks And Any Necessary Review Procedures Must Be Carried Out For Approximately Another 15 Months. Service Phase 2 Includes, Within The Scope Of The Intended Updates Of The Funding Programs And Subject To The Availability Of The Necessary Budget Funds, A Similar Level Of Care Work As In Service Phase 1, But Expanded To Include The Aspects Of Processing Funding Applications With, Among Other Things, Calls For Funding, Selection Procedures, Application Reviews And Project Approvals. The Funding Programs Provided For In This Service Description Are To Be Administered From 04/2026 To 12/2028 (With The Option Of A One-Time Extension: 01/2029 To 06/2031, Subject To The Availability Of Budget Funds). ***** Details Are As Provided Electronically
