The Department Of Education And Training Of The City Of Helsinki (Hereafter The Client) Requests An Offer For The Guidance And Support Identification Service For Secondary Learners (Hereafter The Service). The City Of Helsinki Is Finlands Largest Education Provider. The Service Is Planned To Be Implemented In Stadi Vocational College And High Schools In The City Of Helsinki. The Target Group Of The Service Primarily Includes Undergraduate Students Of Stadi University Of Applied Sciences And Students Of Preparatory Education For Diploma Education (Tuva) And Upper Secondary School Graduates. A Total Of Approximately 20,000 Students Belonging To The Primary Target Group Study At Stads Vocational College And The Citys Various High Schools. With The Help Of The Service, Students Different Guidance And Support Needs Are Identified At Different Stages Of Their Studies, Students Are Reached In A Timely Manner And Students Are Directed To Appropriate Guidance And Support Services. The Service Uses And Combines Data From Different Data Sources (E.G. The Study Management System Of Stadis Vocational College And High Schools, Cloud Services) In Order To Identify Guidance And Support Needs. The Needs For Guidance And Support Can Be Related To, For Example, Participation In Studies, Study Progress, Learning, Participation Or Study Ability. With The Help Of The Service, Different Target Groups (E.G. Compulsory Education, Students In Working Life, Those Who Have Started Their Studies, Graduates) Are Targeted With Different Guidance And Support. A Guidance And Support Measure Can Include E.G. A Guidance Message, Contacting The Educational Institutions Guidance And Support Services, Service Guidance Or Various Media Contents. The Service Must Also Be Able To Limit Target Groups Outside Of Guidance And Support Measures. The Service Must Be Able To Create Different Message Paths Containing Control And Support Messages. It Must Be Possible To Build Different Response Options Into The Guidance And Support Message Sent To The Student Through The Service So That The Response Message The Student Receives Depends On His Previous Responses.
