Expression of Interest for Consultancy on Botswana Public Investment Programme Implementation Diagnosis and Implementation Skills Capacity Assessment The services included under this project include but are not limited to the following: a. To comprehensively review and analyse the efficiency and effectiveness of the Current Implementation State of Public Investment Programmes Identify key strengths, gaps, and weaknesses in the current organizational, institutional, and functional PIP implementation processes. Assess the impact of weaknesses and gaps on the countrys development agenda and objectives. Recommend improvements to arrest shortcomings and improve gaps and weaknesses. b. To assess the institutional capacity of PIP coordinating and implementing agencies. Evaluate the capacity of institutions responsible for planning, executing, and monitoring public investment projects. Identify gaps in skills, resources, and organizational processes. Recommend improvements to enhance overall capacity. c. To develop an implementation framework to guide improvements in project implementation from now on. Use the data analysis findings to develop a strategy. Put the proposed solutions and actionable items into tactics for enhancing PIP implementation. d. To develop an implementation plan that includes risk management, skills development, and a change management plan to enhance the chances of succeeding in improving implementation. Put the proposed actionable items into a plan. Identify risk and develop a risk mitigation plan. Identify the key stakeholders and develop a communication and change management plan to manage the anticipated change. The scope of the assignment covers provision of consultancy services for the Botswana National Planning Commission over a period of 12 months, to conduct a comprehensive diagnostic study on the implementation of Public Investment Programme (PIP) and develop an implementation framework and plan to guide improvements in projects implementation. The National Planning Commission now invites eligible firms to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services, including: company profiles or brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consulting firms may constitute joint ventures to enhance their chances of qualification.
