Tenders are invited for Institutional Audit Consultancy Communities leading early action: Gender and disability -inclusive peacebuilding in conflict- affected context II. Objective of the Audit The audit will assess ROGs institutional systems, policies, and practices to: Ensure compliance with donor (UKAID/Saferworld) requirements and national regulations. Identify strengths and gaps in governance, financial management, program delivery, and MEAL (Monitoring, Evaluation, Accountability, and Learning) systems. Provide actionable recommendations to enhance organizational resilience, accountability, and effectiveness in advancing Women, Peace, and Security (WPS) pillars. III. Scope of Work The consultant will conduct a comprehensive institutional audit covering: Governance & Leadership: Board structure, roles, policies, and strategic oversight. Financial Management: Accounting systems, internal controls, budgeting, procurement, and reporting compliance. Program Management & MEAL: Project cycle management, MEAL frameworks, data collection, reporting, and learning systems. Human Resources: Staff policies, recruitment, capacity development, and safeguarding measures. Compliance: Adherence to donor agreements, national laws, and ethical standards. Risk Management: Identification and mitigation of operational and programmatic risk IV. Methodology The audit should include: Document review (policies, reports, financial records, proposals). Interviews with staff, board members, and key stakeholders. Comparative analysis against best practices and donor requirements. V. Deliverables 1. Inception Report: Outline approach, timeline, and tools. 2. Draft Audit Report: Findings, analysis, and preliminary recommendations. 3. Final Audit Report: Including a) Executive summary b) Detailed findings per audit area c) Actionable recommendations with prioritization d) Compliance assessment .
