Expression of Interest for Strategic Pathways for Offshore Wind Development in Mexico Mexico has set ambitious clean-energy and climate goals, aiming for 38% to 45% renewable electricity, depending on low and high scenarios and a 35% emissions reduction by 2030, alongside carbon neutrality by 2050. These commitments are reinforced through the Programa de Desarrollo del Sistema Eléctrico Nacional - PRODESENs renewable expansion plans, the 40 GW clean-energy pledge and the more ambitious NDC 3.0 unveiled at COP30, which introduces absolute and net emissions targets for mitigation for 2035 and strengthens adaptation across six priority areas, with an unconditional target of 364-404 million tons of carbon dioxide equivalent (MtCO2e) and a target conditional on external financing and technology transfer of 332-363 MtCOe. Achieving Mexicos clean energy targets will require a significant transformation of its electricity mix. Mexicos energy matrix remains largely fossil-based, with natural gas and oil accounting for 41 percent and 43 percent of primary energy in 2023, and declining domestic production has made the country a net energy importer since 2015now relying on the United States for about 70 percent of its natural gas supply. This dependence extends to the power sector, where natural gas generated 62 percent of electricity in 2024, compared to around 23.4 percent from clean energy. Offshore wind represents a critical opportunity for Mexico to achieve its clean energy and climate goals. With strong wind resources in both the Gulf of Mexico and the Pacific Coast, offshore wind could provide large volumes of clean, stable electricity that can help offset the countrys heavy reliance on natural gas. Its large-scale generation potential aligns with Mexicos need to rapidly increase the share of renewables and diversify the energy mix, particularly as demand continues to grow around 3 per cent. Offshore wind can also enhance energy security through domestic clean energy production, and enable long-term economic opportunities such as green hydrogen production and industrial decarbonization. The objective of this assignment is to provide balanced, unbiased strategic analysis and advice on the role that offshore wind could play in Mexicos medium- and long-term energy mix, analysis on the key opportunities and challenges to be considered, including offshore winds relevance for Mexicos energy sovereignty and just energy transition, and pragmatic recommendations on next steps in terms the strategic country-level planning to create a new industry, policy formulation and the frameworks and enabling elements for the development of bankable projects.
