Expression of Interest for Philippines Power Sector Decarbonization Path Analysis. Publication Date: 01/29/2026 12:00 AM EST EOI Deadline: 03/02/2026 11:59 PM EST Description: The Philippines has huge challenges in ensuring the affordability, reliability, and carbon efficiency of its electricity services. Despite the Philippine governments push for renewable energy targeting a 35% share of total generation from renewables by 2030 and 50% by 2040, and a moratorium on new coal plants, overall decarbonization has been slow due to the existing dominance of coal-fired power and the need to meet rapidly growing demand. In 2021, the Government of the Philippines (GoP) updated its Nationally Determined Contributions (NDCs), targeting a 75% reduction in GHG emissions by 2030, with a significant portion conditional on receiving adequate finance and support from developed countries. This new strategy of the GoP to reduce GHG emissions will put an end to the growth of coal power plants in the longer run but, in the absence of sufficient baseload alternatives and with the anticipated depletion of the Malampaya gas field, this will further increase the demand for imported gas/LNG. As a result, a key issue is the growing importance that will be attached to low and no-carbon sources of power generation, and the complementing role that natural gas-fired power generation may play as the Philippines shifts onto a power sector decarbonization path. A consultant is now sought to develop decarbonization path scenarios that will help to deepen understanding of the potential for renewables and the role of gas in the Philippines power sector in terms of both meeting demand and managing CO2 emissions. A key part of the analysis will involve assessing the potential for large-scale and distributed solar, wind (including offshore wind), and batteries, and the specific role that new LNG-to-power projects could play if needed, including their integration into an optimal, least-cost energy mix to achieve Philippines long term goals.
