Expression of Interest for Serbia Legal Assessment and Implementation Design for the EU NPL Directive (2021/2167) Description: Overall purpose: Support the Serbian authorities in the transposition of the NPL Directive by (i) assessing the level of alignment of Serbian legislation with the NPL Directive, (ii) proposing legal reforms to close gaps previously identified, and (iii) proposing a practical authorization, supervision, and conduct frameworkespecially for retail portfoliostogether with quick-win measures that do not require major law reform.Specific objectives:Compliance assessment: Determine Serbias legal and factual alignment with Directive (EU) 2021/2167 (article level).Legal & regulatory reforms: Identify specific legal amendments/secondary acts to establish authorization, supervision.Supervision & licensing design: Propose a fit-for-purpose authorization model and risk-based reporting methodology/tools for the competent authority (e.g., NBS).Consumer protection (retail): Define minimum standards for debtor communications, complaint handling, transparency, and data-protection interfaces.Quick-wins: Identify operational/by-law measures implementable in the near term.
