Expression of Interest for Intellectual Property Guidance Note for Africa Description Across Africa, Creative Industries (including Film and Audiovisual, Music, Fashion and Design, Publishing and Digital Content, and Sport) are Expanding Rapidly in Output and Consumption. However, the SectorS Economic Potential is Constrained by Weak Conversion of Creative Output into Predictable and Financeable Revenues. A Central Binding Constraint is the Limited Ability of Creators and Creative Firms to Capture, Retain, and Monetize Value from Intellectual Property (Ip) within Domestic and Regional Markets. This Assignment will Produce an Africa Ip Reform Playbook (the Guidance Note) that Helps Governments, Industry Stakeholders, Ifc and Other Dfis Prioritize the Most Catalytic Ip Reforms by Creative Vertical and by Country Context, and Translate Those Priorities into Sequenced Advisory and Investment Project Pipelines. The Objective is to Develop a Practical, Systems-First Playbook for Nigeria, Cote DIvoire, Kenya, South Africa and Sierra Leone that (I) Diagnoses the Binding Ip System Failures that Drive Value Leakage in each Creative Vertical; (Ii) Identifies a Small Set of Priority Reforms Per Vertical (Typically 24) that Unlock Measurable Value Capture; And (Iii) Provides Actionable Roadmaps for Governments and Industry, as Well as Dfi-Ready Implications for Advisory and Investment Design.
