Tenders are invited for Developing a Digital Feedback Platform and Train the Focal Points on Using it in Mais El Jabal and Bint Jbeil. 2.SPECIFICATION OF SERVICES REQUIRED Oxfam is implementing a water point filtration system in each targeted village, along with a digital feedback platform, to enable community members to submit feedback related to all water and sanitation-related issues in their villages. . The primary target audience for the digital feedback platform includes households using the water point filtration systems, with particular emphasis on women, caregivers, elderly persons, and youth. Secondary users include municipality representatives, community focal points and people residing in the village.. The consulted communities include mixed age groups and varying education levels. Literacy levels differ across communities, with many community members able to read basic Arabic, while others face limitations with written content. As a result, simple language, intuitive design, and non-text-heavy interaction are essential. Most households have access to at least one smartphone, and WhatsApp is widely used across all age groups. Internet access is primarily through mobile data, which may be unstable or limited in some locations. Therefore, low-bandwidth and mobile-friendly solutions are required. Community members expressed interest in a feedback system that is easy to use, allows anonymous reporting, confirms receipt of feedback, and provides visible follow-up. These findings are critical for potential developers to design an inclusive, accessible, and context-appropriate digital feedback solution and to accurately assess the scope and functionality of the proposed system. The contracted person or company shall develop and implement a digital feedback platform that enables community members to submit feedback electronically. Participants shall be able to access the platform through a dedicated WhatsApp number and/or a QR code displayed at water points and in public locations and/or through a link shared digitally. The platform shall direct participants to a web-based feedback form where they can submit detailed feedback. Participants shall have the option to submit feedback either anonymously or with personal information, according to their preference, while ensuring confidentiality and data protection. All submitted feedback shall be automatically received by the designated community focal points, the concerned municipality, and South of Lebanon Water Establishment (SLWE). Feedback submissions shall be displayed in real time on a centralized dashboard accessible to municipalities, enabling the review, tracking, response, and resolution of daily submissions. The system shall securely store all feedback data to support follow-up actions, monitoring, reporting, and accountability purposes, including data extraction for analysis and reporting. 2.1. Design and Development of Digital Feedback Platform Conduct full customized system design for the digital feedback platform. Develop a web-based feedback platform accessible via QR code and dedicated WhatsApp number. Create online feedback forms allowing anonymous or identified submissions, ensuring confidentiality and data protection. Configure real-time dashboards for municipalities, community focal points, and SLWE. Set up separate user accounts for Mais El Jabal and Bint Jbeil to manage feedback independently. Enable automated notifications to designated stakeholders upon feedback submission. Ensure secure storage of all feedback data for monitoring, reporting, and accountability purposes. Conduct testing, final commissioning, and handover of the fully functional platform. Provide training sessions for: The developer shall conduct training sessions for municipality staff, community focal points, and community members on how to submit, receive, manage, and track feedback using the digital platform. The developer shall develop and submit a Standard Operating Procedure (SOP) for training, outlining the training approach, roles, and procedures. 2.3. Platform Subscription for One Year Provide hosting and server services for the digital feedback platform for one year. Supply software licensing and subscription for one year. Maintain WhatsApp integration and QR code functionality throughout the subscription period. Ensure platform access for up to 1,000 users (500 per village) and secure data storage. Enable data extraction and reporting features for Oxfam, municipalities, SLWE, and community focal points. 2.4. Monitoring, Maintenance & Support for One Year Conduct continuous system monitoring to ensure platform functionality and performance. Provide technical support and troubleshooting for municipalities and Oxfam staff. Carry out corrective maintenance, bug fixes, and system updates as needed. Offer one-year warranty and after-sales services for the entire platform. Support ongoing feedback management, tracking, resolution, and reporting. Additional Company Obligations: The developer or companys relationship will be directly with Oxfam staff. Oxfam staff will be responsible for inspecting and confirming the delivery and completion of the project. The winner supplier shall provide warranty document or letter for the entire platform Oxfam will inform the company of the exact date for project implementation and delivery. The supplier shall submit a portfolio and the CVs of the developers TIMEFRAME AND PAYMENT SCHEDULE The supplier shall deliver the work in 20 days. 100% payment shall be made upon completion of the works, approval by Oxfams team, and submission of all required documents.
