The Contracting Authority Is Of The Opinion That The Work Is So Coherent That The Assignment Can Be Seen As One Logical Whole. This Coherence Does Not Create Unnecessary Restrictions On The Market And Smes Retain Access To Participate In The Tender Procedure. Objective The Aim Of The Tender Is To Arrive At A Framework Agreement For A Shortlist Of Suppliers For Civil Engineering Work With A Term Of Two (2) Years With A Starting Date Of September 15, 2023. The Client Has The Unilateral Right To Extend This Two (2) Times By One (1) Year. The Decision-Making Regarding These Extension(S) Is Based On An Evaluation Of The Work Carried Out. System The Basis Is The 5 Valid Registrations With The Lowest Total Price. Rates Are Requested For Various Activities. The Highest Rate And Lowest Rate Offered Are Excluded. The Average Is Calculated Over The Other Rates Offered. The Average Rates Per Type Of Work Apply To All (Part) Assignments That Are Provided During The Entire Term Of The Framework Agreement. The Above System Also Applies If A Framework Agreement Is Concluded With 4 Tenderers. If A Framework Agreement Is Concluded With Fewer Than 4 Tenderers, The Average Is Calculated Over The Offered Rates Of All Tenderers. These Average Rates Apply To All (Part) Assignments Provided During The Term Of The Framework Agreement. Maximum Contract Value The Maximum Contract Value In The Context Of This Framework Agreement Is Set At € 6.5 Million Over The Term Of The Agreement, Including Extension Options.
