Mail Transport By Road – Framework Agreement On Postal Services For The City Of Celle. The Lzn Is Responsible For Procuring Goods And Services For The Direct Lower Saxony State Administration (See Section 2 Of The Lzn Operating Instructions). With The Consent Of Its Supervisory Authority, The Lzn Can Take On Further Tasks For Public Law Users Within And Outside The Lower Saxony State Administration As Well As For Private Law Companies Wholly Owned By The Public Sector (See § 3 Operating Instructions). In This Responsibility, The Order Includes The Conclusion Of A Framework Agreement For The Commercial Collection And Delivery Of Postal Items Up To 1000 G (Excluding Parcels And Parcels) For The City Of Celle (Section 21 Vgv). The Award Takes Place As A Framework Agreement With A Company (Section 21 Vgv) And Regulates The Conditions For Individual Orders Concluded During The Contract Term. The Framework Agreement Does Not Establish An Obligation To Purchase, But Does Contain An Obligation To Perform On The Part Of The Contractor. The Services May Only Be Provided On The Basis Of A Valid Entry In The Federal Network Agencys Provider Directory In Accordance With Section 4 Of The Postal Act (Postg). The Individual Shipment Types Can Be Found On The Offer Form. All Departments Of The Direct State Administration Of Lower Saxony As Well As Third-Party Customers Of The Lzn Are Entitled To Access.
