The Procurement Covers Technologies, Implementation And Implementation, Continuous Software Service And The User Rights It Requires, Continuous Support And Maintenance, Further Development And Other Expert Services Related To The Use And Development Of Solutions. Contractually, Procurement Is Organized In Such A Way That Separate Contracts Are Concluded With The Supplier And Technology Supplier Or Several Technology Suppliers Under The Same Procurement. The Object Of The Procurement Are City-Wide Solutions That Serve The Needs Of All The Industries And Business Establishments Described In Section 1.1 Introduction Of The Procurement Unit Of This Document In Financial Control Processes. Real-Time And Reliable Information Is Provided About The Procured Common City Solutions To Support Management, And The Everyday Life Of Those Working In Economic Processes Is Made Easier By Minimizing Manual Work Steps. The Object Of The Acquisition Is A Cloud-Based Software Service. As A Starting Point, Solutions Based On Off-The-Shelf Software That Can Be Configured To The Needs Of The City Of Helsinki Are Procured, In Which The Parts That Need To Be Customized Are Minimized. The Solution Can Consist Of More Than One Component From A Different Software Manufacturer And Several Different Systems. The Solution Must Be Architecturally Efficient And The Different Components Must Work Together Seamlessly. The Solution To Be Procured Must Meet The Financial Planning And Reporting Needs Of The Statutory Municipality And Welfare Area And Other Requirements Of The Legislation Concerning Municipalities And Social, Health And Rescue Operations. The Solution Must Be Able To Produce Statutory Financial Data Reporting For Municipalities And Welfare Areas (Hereafter State Financial Reporting) As Well As The Necessary Background Calculation. The Solution Must Also Be Flexible In Managing The Structures Used And Organizational Changes.
