Tenders are invited for MHPSS Consultant - Strengthening Community-Based Mental Health and Psychosocial Support MHPSS for Migrant Workers. Project: This call for MHPSS Technical Consultant falls under the project entitled Strengthening community-based Mental Health and Psychosocial Support MHPSS for migrant workers that is implemented by the Lebanese Center for Civic Education LCCE in partnership with the Stichting Vluchteling funded by the Dutch Ministry of Foreign Affairs. Background: Lebanons overlapping crises, economic collapse and the deteriorating security situation due to the latest war have created a fragile environment for migrant domestic workers. Many have been abandoned by employers, left without income or shelter, or forced to survive in overcrowded accommodations. Others remain confined under the kafala sponsorship system, which severely restricts their freedom and rights, often trapping women in domestic work under exploitative and isolating conditions. These risks directly worsen mental health struggles. Migrant workers frequently experience stress, anxiety, and depression while facing systemic barriers to care. The goal of this project is to improve protection of migrant workers in Lebanon by providing culturally relevant, sustainable MHPSS and safe referrals, and expanding access through adaptable and scalable methods. Role of the MHPSS consultant: Responsibilities: Under the supervision of the project director, the MHPSS consultant will: - Provide technical and operational support to the adaptation of the WHO Self-Help Plus (SH+) group stress management program, including cultural and linguistic adaptation into Sinhala for Sri Lankan migrant worker communities in Lebanon. This will be done through working with native speakers/reviewers to translate and culturally adapt the materials. - Coordinate closely with the National Mental Health Programme (NMHP) and relevant partners to ensure alignment with national MHPSS priorities, technical standards, and ethical guidelines. - Support the planning, coordination, and implementation of SH+ roll-out sessions, including facilitator support, session monitoring, and quality assurance. - Contribute to the development of communication, outreach, and awareness campaign materials related to SH+ and migrant-sensitive MHPSS. - Plan, organize, and facilitate Focus Group Discussions (FGDs) and other participatory activities to inform program adaptation, monitor outcomes, and capture beneficiary feedback. - Support the review and updating of MHPSS referral mapping, ensuring accuracy and relevance of available services and pathways. - Prepare Minutes of Meetings (MoMs) and support meeting documentation and follow-up, as needed. - Contribute to documentation, learning, and reporting, including synthesizing field insights, lessons learned, and recommendations for program improvement. Expected deliverables - One fully adapted WHO Self-Help Plus (SH+) package for Sri Lankan migrant worker communities, including: Doing What Matters guide, SH+ facilitator manual, and scripts for base audio recordings and podcasts. - Support in the preparation and delivery of one Training of Facilitators (ToF) on SH+ for Sri Lankan migrant workers, including all related reports and documentation. - Support in the preparation and implementation of two SH+ roll-out cycles with migrant communities (each cycle consisting of five sessions), including all related reporting and documentation. - Support in developing key messages and content for a digital awareness campaign promoting culturally adapted and migrant-sensitive MHPSS materials. - Support in reviewing and updating the referral mapping for migrant-sensitive MHPSS services in Lebanon. Required Profile of the MHPSS consultant: § University Degree: Degree in Clinical Psychology, Psychology, Public Health, or Mental Health Social Work § Experience: Minimum of two years of relevant professional experience in Mental Health and Psychosocial Support (MHPSS), preferably working with migrant workers in NGO or humanitarian settings. § Skills: o Proven experience in material development, developing training exercises in accordance with the principles of adult learning, knowledge of facilitation methods o Knowledge of evidence-based mental health interventions, especially the WHO self-help plus program o Excellent spoken and written skills in English and Arabic. o Good planning, organizational, and time management skills. o Strong teamwork skills. o Strong interpersonal skills. o Ability to work under pressure o Cultural sensitivity o Previous experience in working with NGOs, government, or public health organizations is preferred. § Digital Literacy o Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook) o Basic knowledge of cloud-based collaboration (OneDrive, Dropbox, Google Drive, etc.) o Basic knowledge of social communication platforms (Zoom, MS Teams, etc.) o Basic technology literacy How to apply o Kindly submit the offer including CV, and financial offer to the following e-mail:
