Tenders are invited for Contracting of a Service Provider for Web Development for the Municipality of Saida. Deadline: Monday, 16. Feb 2026 General objective The objective of the assignment is to develop and launch pilot e-services at the municipality of Saida. Specific objectives Connect offical municiaplity website to an online server with the required technical and security specifications. Upgrade the Municipality of Saidas official website to enable the delivery of e-services. Design and develop pilot municipal e-services. Ensure data security, service continuity, and compliance with basic cybersecurity and data protection standards. Anticipated results The Municipality of Saida is equipped with a fully functioning website that handles operational pilot e-services, fully owned and managed by the municipality. Description of the assignment Planned activities Web development and e-services The service provider responsible for web development in relation to pilot e-services shall: Website upgrade in relation to connection to online server and e-services. E-services design & development: Service 1: Issue Reporting Platform: Citizens can log in and submit an issue by uploading a photo and description. The system then routes the case internally to the relevant staff. The Mayor has full visibility across all issues, and dashboards/reports track status, including pending items and overdue cases. Service 2: Health Tracing for Municipality Employees: Staff dashboard containing key benefits and medical coverage information (e.g., NSSF, municipality coverage, insurance), enabling follow-up and helping the municipality track coverage status and related needs. Service 3: AI-Powered Slaughterhouse Monitoring System: A digital connection between the Saidas municipality and slaughterhouse to monitor throughput and working conditions, with the objective of ensuring safe, healthy meat for citizens.
