Summary:Through This Request For Proposals, The District Of Lake Country Invites Proposals From Organizations That Are Experienced In Delivering Construction Projects Under The Ccdc5b Construction Management Delivery Model; To Provide Construction Management Services And Work (As Defined In The Ccdc5b Contract) For Phase 1 Of The District’S Lake Country Multi-Use Facility Project.Project Summary:Key Details Of The Lake Country Multi-Use Facility Phase 1 Project (The “Project”) Are As Follows:Project Location: The Project Location Is The Specific Section Of The Former ‘Bc Tree Fruits’ Cold Storage Facility, 9718 Bottom Wood Lake Road, Lake Country, Bc, As Shown On The Exhibit A – Conceptual Design & Plan Drawing.Background And Overall Lcmf Objective: In 2024, The District Of Lake Country Purchased The 73,000 Square Foot Former Cold Storage Facility Of The Bc Tree Fruits Organization. Over The Long-Term, The District Of Lake Country (The “District”) Plans To Convert And Re-Purpose The Entire Building Plus Adjacent Areas Into A Community Space (The Lake Country Multi-Use Facility Or ‘Lcmf’). Initially However, The District Has A Short-Term 2026 Project To Convert And Repurpose A Specific Section Of The Facility, Which Is The Subject Of This Rfp #2026-140 And Is Referred To Herein As The “Lcmf Phase 1” Project. All Other Services And Works For The Long-Term Lcmf, Which Are Not Included Within Lcmf Phase 1, Will Be The Subject Of Separate Procurement Processes In The Future, And The Successful Respondent To This Rfp Will Not Be Guaranteed Any Work Beyond Lcmf Phase 1 Whatsoever.Current Project Status: The District Has Recruited An Architect And Its Sub-Consultant Engineers For The Project, And Initial Conceptual Designs Have Been Completed (Provided As Exhibit A – Conceptual Design & Plan Drawing Of This Rfp). The Architect And Engineers Will Have Design Development Phase Underway By The Time The Construction Manager From This Rfp Is Selected And Hired To Provide Services Under The Ccdc5b Contract.Project Scope Area: The Scope Of The Project Will Be All Improvements That Are Shown Within The Phase 1 Boundary On The Drawing In Exhibit A (Within Area Outlined In Blue), Including A Gymnasium And Flexible Fitness Space, Artificial Turf Field, Multi-Purpose Room, Community Gathering Space, Washrooms And Changeroom Facilities, Along With Storage, Janitorial, Mechanical/Electrical, And Corridor Spaces. Work Will Involve Repurposing Of The Existing Structure Including But Not Limited To Removals, Concrete Footing Additions, Roofing, Framing, Drywall, Doors, Electrical & Lighting, Hvac, Fire Protection, Security & Alarms, Washroom Fixtures, Plumbing, Sound Attenuation And Flooring. The Scope Area Is Approximately 28,000 Square Feet. All Utility Servicing To The Building (Water, Power, Sewer) Is Existing Or Will Be Installed By The District. Cm Services And Construction Maximum Budget: For All Of The Construction Manager’S Services And Construction Work For The Project, The District Has A Maximum Budget Available Of $1,500,000 (Excluding Gst). The Final ‘Stipulated Contract Price’ Of The Services And Construction Work, Executed Under The Stipulated Price Option (As Detailed Further Herein) Must Not Exceed This Maximum Budget Amount.Timeline: The Following Is A Summary Of Key Next Steps And Required Project Timing:Detailed Design And Engineering (‘Design Development Phase’) Is Due To Be Completed By February 18, 2026. Construction ‘Early Works’ For Civil And Demolition Are Anticipated To Occur During Late March To April.Design Construction Documents For The Project Are To Be Completed No Later Than April 1, 2026.Construction Manager Is To Provide Design Feedback To District And Architect, And Complete Subtrade Quotes For Major Trades For The Work, From March 9 To April 22, 2026District And Construction Manager To Mutually Agree A Stipulated Contract Price For The Work, And Execute A Ccdc2 Contract, By April 29, 2026.Project Shall Achieve Provisional Occupancy For The Artwalk Event No Later Than September 4, 2026.All Work Must Be Complete, And Ready For Takeover Achieved No Later Than November 30, 2026, Ready For District And Public Use Of The Project Space On December 1, 2026.Project Delivery Model: The Project Will Be Delivered Using The ‘Construction Management’ Delivery Method, Whereby The Construction Manager For The Project (Selected As A Result Of This Rfp #2026-140) Will Be Recruited Prior To The Completion Of Design Development Phase (To Be Performed By The District’S Architect) Under The Ccdc 5B-2010 Construction Management Contract – For Services And Construction. During The Design Development Phase Of The Project, The Construction Manager Will Provide Constructability Input Into The Design Process With The Aim Of Improving Constructability, Optimal Scheduling, And Cost Optimization For The Project. Once Construction Documents For The Project Are Completed By The District’S Architect; The Construction Manager Shall Conduct Sub-Trade/Product Procurement Activities; And Following This, The District’S Intent Is To Use The Stipulated Price Option In Ccdc5b To Execute A Ccdc2-2020 Stipulated Price Contract For The Construction Of The Project.Pre-Requisite For Respondents To This Rfp:Before Submitting A Proposal To This Rfp, Interested Parties Shall Take Note Of The Following Pre-Requisite That All Respondents Must Demonstrate:Construction Management Experience: In Appendix D (Respondent Experience Form) Of Part D Of This Rfp, Among Other Things, Respondents Must Demonstrate Their Experience In Delivering Projects Under The ‘Construction Management’ Delivery Model (Ccdc5b, Ccdc5a Or Equivalent), Which Must Have Included The Respondent Performing Both; Provision Of Constructability Input During Design, And The Conduct Of Competitive Quotation Processes For Subtrades / Products For The Project.
