Tenders are invited for Provision and Management of Voucher Redemption Services Scope of Work BPHCC invites qualified vendors/service providers to submit proposals for the provision and management of voucher redemption services linked to nutrition outcomes under the One Egg Per Child Per Day Initiative. · The selected vendor(s) will be expected to: · Supply quality eggs and poultry starter inputs, including chicks and poultry feed, through an approved voucher mechanism. · Ensure consistent availability of agreed products throughout the implementation period in Beledweyne District; · Operate voucher redemption processes that are transparent, traceable, and aligned with BPHCC accountability standards; · Maintain accurate and verifiable transaction records, stock management logs, and beneficiary confirmation documentation; · Coordinate closely with BPHCC field teams, CHWs, CARE groups, and community leadership structures; · Participate in vendor orientation sessions, routine monitoring visits, and post-distribution reviews as required. · Voucher utilization will be conditional upon participation in MIYCN and SBCC sessions, reinforcing the nutrition objectives of the intervention. 4. Targeting and Implementation Approach Beneficiary targeting and voucher utilization will be conducted through community-led mechanisms, ensuring inclusivity, transparency, and relevance. Priority will be given to households with children under five years of age and limited access to nutrient-dense foods. CHWs and lead mothers will play a central role in: · Supporting beneficiary identification and verification; · Reinforcing key nutrition messages; · Monitoring voucher use and adherence to intended purposes; · Providing follow-up support to households to promote sustained nutrition practices. · This integrated approach ensures that voucher support contributes not only to immediate dietary improvements but also to longer-term behaviour change and household capacity. 5. Eligibility and Qualification Requirements Bidders must meet the following minimum requirements: · Valid business registration/incorporation certificate. · Proof of operational presence in Beledweyne District or nearby accessible areas. · Valid Tax Identification Number (TIN) and evidence of tax compliance. · Demonstrated experience in CVA, nutrition, food security, or similar interventions. · Evidence of similar experience or contracts; · Company profile with organizational background and contact details. 6. Proposal Submission Requirements Bidders shall submit a complete proposal comprising a Technical Proposal, a Financial Proposal, and all required administrative documents, in line with the requirements of this RFP. Proposals that are incomplete or non-compliant may be disqualified. All proposals must be prepared in a clear and structured manner, ensuring consistency between the technical and financial components and demonstrating the bidders capacity to deliver the assignment as specified. 7. Evaluation Criteria Proposals will be assessed based on eligibility compliance, technical quality, relevant experience, operational capacity, and cost-effectiveness. Only shortlisted bidders will be contacted. The evaluation process will be conducted in accordance with BPHCC procurement procedures, ensuring fairness, transparency, and value for money. 8. Submission Instructions Proposals must be submitted in accordance with BPHCC instructions and received no later than 05 February 2026. Late submissions will not be considered. Bidders are responsible for ensuring timely delivery of their proposals and for complying with all submission requirements outlined in this RFP. 9. Terms and Conditions BPHCC reserves the right to accept or reject any or all proposals and is not obligated to award the contract to the lowest-priced bidder. Submission of a proposal does not constitute a commitment to award. All bidders shall be deemed to have accepted these terms and conditions upon submission of their proposals.
