Expression of Interest for Feasibility Study Assessment Healthcare Facilities - Afghanistan. Publication Date: 01/28/2026 12:00 AM EST EOI Deadline: 02/09/2026 11:59 PM EST Today, Afghanistans healthcare system faces significant challenges, including a shortage of trained professionals and inadequate medical infrastructure. As of 2023, the World Health Organization (WHO) reported only 3.2 medical doctors and 3.5 nursing personnel per 10,000 people well below the global averages of 14.8 and 35.0, respectively. Hospital infrastructure is similarly underdeveloped, with just 0.3 hospital beds per 1,000 people as of 2020, compared to the global average of 3.3. These disparities highlight the urgent need to enhance healthcare delivery capacity in the country. To address these critical needs, the International Finance Corporation (IFC), a member of the WBG and the largest global development institution focused on the private sector in emerging markets, is partnering with Mohib LTD (Mohib), to develop greenfield healthcare facilities, as part of the mixed-use (real estate) project in Kabul (the Project). The mixed-use project includes a shopping mall, hotel, residences and an office block, and is near completion. The proposed healthcare project will be part of the same development and share common services like parking, HVAC services etc. The proposed Project will be developed with the aim of improving healthcare quality, expanding access while generating local employment opportunities in Afghanistans health sector. To support this initiative, IFC is seeking the services of a qualified Technical Consultant (the Consultant) to: (i) Develop a comprehensive feasibility study for greenfield healthcare facilities based on detailed market research. (ii) Map out and identify potential strategic partners, including technical and financial partners. Through this engagement, IFC aims to assist the Sponsor in shaping the Project by developing a detailed business case for the greenfield project. This will include a thorough analysis of market conditions, operational and technical feasibility, financial projections, and commercial viability, as outlined in this ToR.
