The Subject Of The Public Procurement Includes Washing, Disinfection, Removal Of Permanently Fixed Stains, Ironing, Sorting By Clinics And Wards And Packaging Of Hospital Linen, Operating Linen And Clothing And Workwear In Polyethylene Bags In A Manner That Preserves Hygienic Qualities, Without Risks Of Damage, Transportation To The Medical Facility. The Object Of This Public Procurement Is Service Within The Meaning Of Art. 3, Para. 1, Item 2 Of The Civil Code. The Scope Of Activities And The Main Parameters Are Detailed In Appendix No. 1 - Technical Specification And In The Participation Documentation. The Current Public Procurement Is A Reserved Public Procurement, According To Art. 12, Para. 1, Item I Of The Public Employment Service, The Subject Of Which Is Included In The List Of Goods And Services, In Accordance With The General Terminology Dictionary, Which Are Intended For The Assignment Of Specialized Enterprises Or Cooperatives To People With Disabilities, Or To Business Entities Whose Main Goal Is The Social And Professional Integration Of People With Disabilities Or People In A Disadvantaged Position, Confirmed By Decision Of The Council Of Ministers No. 591 Of 18.07.2016. The Order Is Intended To Be Awarded To Specialized Enterprises Or Cooperatives Of People With Disabilities Within The Meaning Of § 2, Item 46 Of The Dr Of Zop, Or To Business Entities Whose Main Goal Is The Social And Professional Integration Of People With Disabilities Or People In A Disadvantaged Position, Within The Meaning Of § 2, Item 62 Of The Dr Of Zop. According To Art. 12, Para. 5 Of The Public Procurement Act, When Awarding Reserved Public Contracts, Persons May Participate, Provided That At Least 30 Percent Of Their List Consists Of People With Disabilities Or Those In A Disadvantaged Position. In The Cases Under Art. 12, Para. 1, Item 1 Of The Public Procurement Act, Persons Must Be Registered As Specialized Enterprises Or Cooperatives Of People With Disabilities At Least Three Years Before The Date Of Opening The Procedure For Awarding The Public Contract. According To Art. 12, Para. 6 Of The Zop Specialized Enterprises Or Cooperatives Of Disabled People Can Participate In The Public Procurement Under Art. 12, Para. 1, Item 1 Of The Zop, Provided That They Can Fulfill At Least 80 Percent Of Its Subject With Their Own Machines, Equipment And Human Resources. According To Art. 12, Para. 7 Of The Zop, In The Present Procedure For Awarding A Reserved Order, Other Interested Parties May Also Participate, But Their Bids Will Be Considered Only If No Bids Of The Persons Under Art. 12, Para. 1 Of The Zop.
