Tenders are invited for Housing Development and Infrastructure Support Phase II. Palestine Housing Sector Housing Development and Infrastructure Support - Phase II is implemented by PHC and funded by the EU. Aimed at improving the resilience of the Palestinian communities in EJ by responding to the urgent housing needs of low-income families through providing support for infrastructure, landscaping, and external works, and developing new building techniques and practices. In addition to responding to the immediate housing needs and protection of vulnerable Palestinians in EJ and Area C of Jerusalem Governorate through a self-help approach for the highly vulnerable families by providing housing unit repairs and transitional housing unit solutions in 36-months. In the context of the abovementioned project, PHC requires the implementation of an evaluation to assess the projects intended outputs, specific objectives, and goals, as well as to examine the effectiveness of the approach and methodology. To this end, PHC calls for bid invitations from locally registered firms/ individual consultants. To be eligible for selection, the firms/ individual consultants must comply with the following criteria: Advanced degree in a relevant field (economics, social sciences, housing studies, business administration, or related disciplines). Extensive experience in project cycle management, monitoring, and evaluation, including evaluation design and theory of change analysis. Proven experience using mixed qualitative and quantitative research methods and appropriate evaluation methodologies. Team Leader with at least three completed evaluations in the past five years; Associate Researcher with participation in at least three evaluations. Knowledge and experience in the housing sector in Palestine, particularly housing for vulnerable groups (highly desirable). Ability to produce high-quality analytical reports in both English and Arabic, with strong oral and written communication skills. Inclusion of a designated Complaints and Accountability Focal Point with experience or knowledge in complaints handling, accountability mechanisms, and evaluation ethics in line with PHCs Complaints Policy. Sound relevant software and analytical skills. Submission requirements: Submission of both technical and financial bids. Prices are quoted in EURO excluding VAT.
