1. The Subject Of The Order Are The Following Services: Winter Maintenance Of County Roads - 2Nd Standard - Season 2026. 2. The Subject Of The Order Are Services Related To The Winter Maintenance Of County Roads Within The Administrative Borders Of The City Of Piła, Which Includes: Snow Removal, Removal Of Slipperiness (Black Ice) In The 2Nd Standard Of Winter Road Maintenance From Road Surfaces Indicated In Annex No. 3 To The Swz. 3. A Detailed Description Of The Subject Of The Order Is Attached As Annex No. 3 To The Swz. 4. Services Falling Within The Scope Of The Subject Of The Order Should Be Performed In Accordance With Applicable Legal Provisions Specified, Among Others: In: 1) Regulation Of The Minister Of The Environment Of October 27, 2005 On The Types And Conditions Of Use Of Agents That May Be Used On Public Roads, Streets And Squares (Journal Of Laws Of 2005, No. 230, Item 1960). Chemicals Should Be Used On Public Roads And Streets In A Way That Least Harms Green Areas And Trees. Sprinkling The Surface With Sand Or Chemicals Must Be Preceded By Mechanical Shoveling Of Snow; 2) The Act Of April 16, 2004 On Nature Protection (Journal Of Laws Of 2024, Item 1478). Anyone Who Uses Chemicals In A Way That Significantly Damages Green Areas And Trees Is Subject To The Penalty Of Arrest Or A Fine. 5. The Ordering Party Specifies The Requirements Referred To In Art. 95 Of The Public Procurement Law. The Ordering Party Pursuant To Art. 95 Of The Public Procurement Law Requires The Contractor Or Subcontractor To Employ, On The Basis Of An Employment Relationship, Persons Performing The Following Activities In The Scope Of The Execution Of The Order - Operation Of Equipment Involved In The Performance Of Works Related To Winter Road Maintenance, I.E. Operation Of A Salt Plow, Backhoe Loader/Loader, Self-Unloading Vehicle. The Method Of Verifying The Employment Of These Persons And The Employers Rights To Control The Contractors Compliance With The Above Requirements And The Sanctions For Failure To Meet These Requirements Are Set Out In Annex No. 5 To Swz - Draft Provisions Of The Public Procurement Contract, Which Will Be Introduced Into The Content Of This Contract. 6. The Ordering Party Does Not Envisage Awarding Contracts Referred To In Art. 214 Section 1 Point 7 Of The Public Procurement Law.7. The Ordering Party Does Not Require The Contractor To Carry Out An On-Site Inspection.8. The Ordering Party Does Not Allow The Submission Of Partial Offers. Reasons For Not Dividing The Contract Into Lots: Dividing The Contract Would Pose A Risk Of Excessive Technical Difficulties And Excessive Costs Of Contract Execution, And The Need To Coordinate The Activities Of Various Contractors Implementing Individual Parts Of The Contract Could Seriously Jeopardize The Proper Performance Of The Contract.9. The Ordering Party Does Not Allow The Submission Of Variant Offers.
