Bids Are Invited For Infrastructure Investment Plan Consulting

The Purpose Of The Subject Matter Of This Document Is To Hire An External Consultant To Formulate The Methodological And Technical Approaches To Develop The Study Leading To The Preparation Of The Piimep Mobility Infrastructure And Public Space Investment Plan For The Commune Of Sierra Gorda. The Piimep Is A New Binding Public Instrument, Created By Law No. 20,958 Of 2016, Which Complements The Communal Regulatory Plan, Allowing The Communes To Establish A Set Of Projects And Works That Will Improve The Provision And Quality Of Mobility Spaces And Green Areas, Through The Coordination Of Public Sector Investments And The Mandatory Contributions That Real Estate Projects Must Make. One Of The Central Tools Introduced By Law 20,958 Are Contributions To Public Space, A Mechanism That Provides That Real Estate Projects That Generate Urban Growth Through Densification Fulfill The Obligation To Make Contributions Proportional To Their Size To The Respective Municipality. These Contributions May Be In The Form Of Land, Money Or Through The Execution Of Pre-Feasibility Studies, Engineering Or Architectural Projects, Public Infrastructure Works Or Other Measures That Are Included In A Piimep Mobility Infrastructure And Public Space Investment Plan. In This Context, The Implementation Of The Law Requires That Each Municipality, In Accordance With Article 176 Of The Lguc, Prepare A Piimep That Defines A Portfolio Of Projects, Works And Measures, Included In The Existing Territorial Planning Instruments Or Associated With Them, Duly Prioritized. Full Compliance With The Studies Indicated In These Administrative Bases Must Be Considered, Which Must Include, As Appropriate, All The Technical Background, As Well As The Approval Of Public Institutions Or Others Necessary For Their Execution, All Of The Above As Detailed In The Technical Bases.
