Road Transport Services – Public Service Delegation For Operating The Temo Public Transport Network. The Purpose Of This Consultation Is The Delegation Of The Public Service Of The Temo Network. The Joint Transport Union Temo (Territoires Et Mobilités Moselle Nord), The Organizing Authority For Mobility, Brings Together The Territory Of 54 Municipalities And Has 210,000 Inhabitants. The Current Temo Transport Network (Formerly Citeline) Currently Includes 70 Commercial Lines (Including 18 Structuring Lines, 3 Shuttles, 2 Sunday Lines, 31 Complementary Lines And 16 School Lines), 22 On-Demand Transport Services (Tad) Called Temoflex Territoire, 3 Tad Services Called Temoflex Entreprise, 1 Tad Service Called Temoflex Gare, 1 Tad Service Called Temoflex Gare, Temoflex On Sundays, And A Transport Service For People With Reduced Mobility Called Transpmr. The Network Represents 3,779,132 Annual Commercial Km In 2025 For 3,863,188 Trips In 2025 Operated With 152 Vehicles As Of 12/31/2025 And 277 Fte Agents Including 201 Drivers, For A Turnover Of 22.3 Million Euros In 2024. Commercial Revenue Amounts To 3.2 Million Euros In 2024 Including 2.575 Million In Tariff Revenue Excluding Tax (2024 Data); In 2025 Tariff Revenues Are 2,884,629 Euros Excluding Tax. The Investments Are Mainly Carried Out By The Organizing Authority Which Makes Them Available To The Delegatee. The Temo Joint Union Is Leading A High Level Of Service Bus (Bhns) Project Called Citézen Covering 48.5 Km Including 15.5 Km On Its Own Site, 26.5 Km In Phase 1 Core Network (Yutz-Thionville-Terville-Florange/Uckange-Hayange) And 22 Km In Phase 2 Network Extension. Phase 1 Core Network Must Be Implemented On January 1, 2029, And Phase 2 Is Scheduled For January 1, 2031. The Current Contract Expires On December 31, 2026. The Future Contract Must Anticipate And Support The Major Evolution Of The Network That Will Constitute The Arrival Of The Bhls, And Will Therefore Integrate The Prefiguration Of The Bhls. It Will Have A Duration Of Three Years, With An Option To Extend For One Year. The Investments Will Be Carried By Temo. Two Regional Transport Lines Fluo 57 And Fluo 54, Which Have Become Internal To The Territory Of The Temo Joint Union, Will Be Integrated Into The Network On August 31, 2027 And August 31, 2029 Respectively.
