Background In anticipation of the upcoming parliamentary elections 2026 in Lebanon, LADE is implementing a long-term observation Mission to assess the electoral and political environment in line with national legislation and international democratic standards. 2. Purpose of the Assignment The purpose of the position of the LTO is observation, analysis, and drafting of reports of electoral preparations and the political environment in the regions allocated for observation in the Lebanon, focusing particularly on the campaign discourse, incitement, and misinformation, vote buying and clientelist practices, misuse of state resources, coercion, intimidation, or pressure on candidates or voters. 3. Scope of Work and Responsibilities Under the supervision of the LTO Coordinator, the Long-Term Observer will: Observe and assess the overall political and electoral environment on a continuous basis. Monitor campaign activities, political messaging, sectarian dynamics, and use of state or public resources. Assess campaign finance practices and compliance with Lebanese electoral regulations. Observe the media environment, including traditional and social media, with attention to hate speech, disinformation, and equal access. Observe respect for fundamental freedoms, including freedom of expression, assembly, association, and the right to political participation. Collect, verify, and analyze information in accordance with mission methodology. Submit clear, timely, and objective written reports (bi-weekly and ad-hoc incident reports). Monitor local media and specialized news websites in the area for reports of violations of election laws, including: election-related articles and their compliance with applicable laws. Monitor the election rallies of candidates in the area, including spending, transportation, mobilization, and rhetoric. Monitor the local authoritys actions during the election period and its impartial and equal treatment of candidates within its jurisdiction, ensuring that its resources are not mobilized or misused to serve any particular party. Conduct surveys with candidates on topics and questions directly related to the elections to gauge the general atmosphere. These interviews should be conducted at regular intervals to monitor the campaign climate before and after election day, to assess the overall atmosphere and identify any violations that may occur. 4. Duration of Assignment The assignment is expected to last for approximately 3 months, beginning on February 15, 2026 and ending on May 15, 2026. 5. Duty Station LADE aims to hire 15 LTOs in the 15 electoral districts across Lebanon. 6. Required Qualifications and Experience University degree in political science, law, international relations, or journalism. Previous experience in election observation, political analysis, or governance. Demonstrated knowledge of Lebanese political institutions and electoral law. Strong analytical, writing, and reporting skills. Ability to work independently and in politically sensitive environments. Excellent interpersonal and communication skills. Fluency in Arabic and English. Proficiency in standard computer applications and reporting tools. 7. Code of Conduct The Long-Term Observer must adhere to the missions Code of Conduct, including strict political neutrality, non-interference, confidentiality, and respect for Lebanese laws and customs.
