Environmental Engineering Consultancy Services – The Capital Regions Joint Noise Assessment In Accordance With The Eu Directive. The Object Of The Procurement Is A Noise Survey In Accordance With The Environmental Noise Directive (2002/49/Ec) Of The Capital Region And Its Additional Work. The Procurement Includes The Preparation Of A Noise Report For The Capital Region In Accordance With The Environmental Noise Directive 2002/49/Ec, Directive (Eu) 2015/996, Directive (Eu) 2021/1226, The Environmental Protection Act (527/2014) And The Government Decree (1107/2021). The Cnossos-Eu Calculation Model (Common Noise Assessment Methods In Europe) Is Used In The Noise Assessment According To The Environmental Noise Directive. In Addition To The Noise Assessment According To The Directive, A Noise Assessment Comparing To The National Guideline Values Will Be Ordered Using The Nordic Calculation Model. The Procurement Also Includes An Examination Of The Combined Noise Situation Of Different Traffic Noise Sources And The Calculation Of The Facade Noise Levels Of Residential Buildings By Floor. The Noise Survey Will Be Carried Out In Cooperation With The Cities Of Espoo, Helsinki, Kauniainen And Vantaa And The Norwegian Highways Agency. The Objects Of The Noise Survey That Is The Subject Of The Request For Tender Are: - Main And Collector Streets Located In The Areas Of The Cities Of Helsinki, Vantaa, Espoo And Kauniainen - Highways With Ramps Located In The Area Of The Above-Mentioned Cities - Railways Located In The Area Of The Above-Mentioned Cities - Tramways Located In The Areas Of The Cities Of Helsinki And Espoo And The Metro Located In The Area Of The City Of Helsinki. Are Presented In Service Description Appendices 1-7. There May Be Minor Changes To The Street Network Before The Work Starts. More Detailed Descriptions Of The Above-Mentioned Items, Calculation Methods And Models Can Be Found In The Service Description Appendix Of The Request For Tender. The Estimated Start Time Of The Work Is May 1, 2026 At The Earliest. According To The Government Decree (1107/2021), The Noise Studies Of The Fifth Stage Must Be Ready By June 30, 2027. The Data From The Noise Survey Must Be Entered Into The Reporting System Of The European Environment Agency (Eea). Invoicing Payments Based On The Contract Are Made To The Supplier In Four (4) Installments As Follows: ‒ Batch 1: 20% Of The Total Price Can Be Invoiced No Earlier Than September 2026, When The Initial Data Has Been Collected And Processed To Be Suitable For Noise Calculation ‒ Batch 2: 25% Of The Total Price Can Be Invoiced No Earlier Than January 2027, When The Terrain Model Is Ready For Noise Calculation ‒ Batch 3: 25% Of The Total Price Can Be Invoiced In March 2027 At The Earliest, When The Test Calculations Are Ready ‒ Lot 4: 30% Of The Total Price Can Be Invoiced When The Work Has Been Completed And The Customers Have Jointly Accepted It. The Total Price Of The Work Is Divided Among The Clients As Follows: ‒ City Of Helsinki 19% ‒ City Of Espoo 14% ‒ City Of Kauniainen 3% ‒ City Of Vantaa 13% ‒ Väylävirasto 51%
