Health Product Management (HPM) is a critical and highly specialised function requiring strong technical expertise, market knowledge, and close alignment with Global Fund policies, tools, and procurement mechanisms. High-quality HPM inputs are essential during Global Fund application and grant-making processes and become particularly critical during grant start-up and early implementation. To ensure timely access to specialised HPM expertise across upcoming application cycles and grant start-up periods, World Vision seeks to establish an on-call HPM Technical Consultancy to provide targeted technical assistance, quality assurance, and capacity strengthening across its Global Fund portfolio. World Vision is looking for consultancy companies or individuals consultants with proved business registry, to be shortlisted for the coming RFP related to Health Product Management (HPM) Technical Consultancy Objectives The specific objectives of the consultancy are to: Strengthen the technical quality, accuracy, and Global Fund compliance of Health Product Management inputs across World Visions Global Fund portfolio. Improve the consistency and reliability of HPM planning, forecasting, costing, and supply chain assumptions used in Global Fund applications and grant implementation. Enhance country-level HPM capacity through targeted technical backstopping and mentorship. Reduce HPM-related risks that may affect grant start-up, early implementation, commodity availability, regulatory compliance, or grant performance. Contribute to the institutionalisation of robust HPM tools, guidance, and good practices across the World Vision Global Fund portfolio. Deliverables : Key deliverables may include, as applicable to supported countries: Completed or quality-assured Health Product Management Templates (HPMT). Commodity quantification and forecasting files with clearly documented assumptions and methodologies. Commodity costing summaries aligned with Global Fund pricing and procurement guidance. Targeted HPM risk assessments and practical improvement actions. Technical briefs or summaries highlighting key issues, risks, and recommendations. Duration of Assignment The consultancy will be established for an initial period of up to twelve (12) months, with confirmed funding available through September 2026 only. The consultant will be engaged on an on-call, as-needed basis, with level of effort determined by confirmed priorities, Global Fund application timelines, and available funding. Any continuation of the consultancy beyond September 2026 will be subject to availability of funding and will require separate approval. Required Qualifications and Experience Degree in Pharmacy, Health Product Management, Supply Chain Management, or a related field. At least 510 years of relevant experience in Health Product Management and supply chain management for Global Fundfinanced or comparable donor-funded programmes. Demonstrated expertise in commodity quantification, forecasting, costing, and completion of Health Product Management Templates. Experience with Global Fund procurement mechanisms and market platforms (e.g. Wambo, Global Drug Facility, World Health Organization Prequalification). Proven ability to provide technical mentorship and work effectively across multiple countries and stakeholders. Strong analytical, communication, and coordination skills.
