Tenders are invited for Consultant to Develop Social Accountability Mechanisms and Tools to Address Violence against Women and Girls (VAW/G). Deadline: Tuesday, 27 Jan 2026 General Information Justice Without Frontiers (JWF), a dynamic and active local non-governmental juristic organization founded in Beirut in 2005, is deeply committed to championing human rights, justice, democracy, peace, and the rule of law. Over the last decade, JWFs impactful work has addressed crucial initiatives, from addressing Sexual and Gender-Based Violence (S/GBV) to empowering womens access to justice, advocating for marginalized individuals, combating human trafficking, and more. Request: JWF seeks to engage a consultant to draft a social accountability mechanism and tools to hold the justice system and government accountable for addressing Violence against women and girl VWA/G and to build the capacity of NGOs to use these mechanisms effectively. Scope of work: Conduct a comprehensive desk review and report of national laws, policies, and strategies related to Violence Against Women and Girls (VAWG) and access to justice, as well as existing accountability mechanisms within the justice system and relevant government institutions, highlighting key gaps, good practices, potential points for accountability, and recommendations Design and facilitate focus group discussions (FGDs) and key informant interviews (KIIs)with womens rights organizations, NGOs, survivors, community leaders, lawyers, and human rights defenders. Analyze qualitative findings to identify priority accountability issues, institutional gaps, risks, and opportunities for social accountability. Design a clear and practical social accountability mechanism focused on VAWG, including( as example ) Accountability pathways and roles Engagement strategies with justice institutions and government bodies Feedback, monitoring, and follow-up processes Gender-sensitive and Do No Harm principles Ensure that the proposed mechanism is feasible, context-specific, and adaptable for implementation by NGOs. Develop a set of practical and user-friendly accountability tools, which may include: Monitoring and tracking tools for VAWG cases and justice sector responses Complaint, referral, and feedback mechanisms Risk mitigation and safeguarding tools Ensure all tools are accessible and suitable for use by NGOs Develop comprehensive training materials, including presentations, handouts, and practical exercises. Deliver a capacity-building training workshop for NGOs on the application of the social accountability mechanism and tools. Conduct 3 coaching sessions with NGOs Skills and Experience: University degree in social sciences, law, gender studies, human rights, or a related field. At least 5 years of proven experience in Gender equality and VAW/G programming, social accountability, justice sector, and gender equality Experience in designing and developing social accountability mechanisms and practical, user-friendly tools for NGOs Strong experience conducting desk reviews and policy analyses of national laws, policies, strategies, and institutional frameworks related to VAW/G and access to justice. Strong understanding of feminist and human rights approaches Proven experience conducting research, KII, and focus group discussions. Experience in capacity building and training of NGOs Ability to manage sensitive topics ethically and safely, particularly when working with survivors of violence.
