Tenders are invited for Business Development Consultant - Akkar. Deadline Monday, 09. Feb 2026 Mada Association is seeking a Business Consultant under the GDIR: Gender and Disability Inclusion Regreening Project, funded by Australian Aid, implemented by World Vision, Lebanon Reforestation Initiative LRI in partnership with Mada, and REEF. The projects objective is to directly respond to the key environmental challenges and socio-economic dynamics by tackling biodiversity loss and water scarcity by focusing on participatory biodiversity conservation, regreening initiatives and sustainable agricultural practices. The Consultants outputs will strengthen MSMEs business capacities through training and coaching and will enable Mada to design and implement evidence-based technical and financial support packages for selected participants. Mada Association is launching Business Training followed by Coaching Sessions in three villages in Akkar (Qobayat, Akkar Atika and Andaket). The goal is to equip participants with the practical skills, confidence, and market knowledge needed to run their enterprises sustainably, reduce risks, and maximize profitability. The support aims to ensure that Income Generating Activities (IGAs) are not just funded but are viable, competitive, inclusive, aligned with regreening and environmentally sustainable practices. The mission is session-based with a total number of 12 business training sessions and 20 individual coaching sessions starting February 1st, 2026 until the end of March 2026. Objective and scope The Consultant will be responsible for: Attend a kickoff meeting with Mada Program team to agree on communication channels, training methodology, schedule, training curriculums, discuss SMEs profile, etc and to assign focal points for coordination during activities implementation from both parties. Prepare a detailed schedule for all activities. Share with the Mada team before initiating the training. Include dates, timing, topics, links, and trainers names. The program team must approve any change in the support staff or on the schedule if needed. Share all the necessary tools and documents relevant to the training (Curriculum, Materials...) to be delivered prior to any activity implementation with Mada programme staff. This includes training curriculum, presentations and assignments. All these tools need to be discussed and agreed with the program team before adopting them with programme participants. Delivering business training and coaching sessions to the selected participants as follows: Group Training Sessions: The consultant will deliver group training across three (3) groups, each consisting of 15 to 18 participants. Each group will receive four (4) business training sessions. The sessions will be conducted in person, at a venue, and the trainer will facilitate these sessions. The sessions will be scheduled to take place during the working days, with two sessions occurring in the same week and / or the same day, spanning two consecutive weeks for each group. Each session is equivalent to 3 hours (20-minute break included). Individual Coaching Sessions: Following completion of the group sessions and the finalization of participants selected to receive in-kind grants by the project team, the Consultant will provide one (1) tailored coaching session per participant, for a total of twenty (20) individual coaching sessions. The sessions will be conducted in person, at the participants business location. In cases where the business is home-based, or the participant prefers not to host the session at their residence, an alternative mutually agreed location shall be arranged. Each session is equivalent to 3 hours. Prepare and conduct pre-and-tests for the group sessions to monitor participants progress following the training. Monitor the attendance of participants and report any issues or dropouts to Madas focal point. At the end of the training sessions, provide Madas Program Manager with a final report (template provided by Mada) that includes progress of participants knowledge, attendance, challenges, % of improvements of knowledge, recommendations on further support needed and specific areas of focus required for the skills development of the participants. The trainer will support MSMEs to develop a business improvement plan, including in-kind needs, budget, and potential cost-sharing. A finalized disbursement plan shall be submitted by each SME after the final coaching session. The group sessions training materials could include the following topics: Business Foundations and Ideas Development: Understanding entrepreneurship and IGA in the local context with a specific focus on regreening-linked and green economy opportunities. This includes identifying opportunities and assessing feasibility of business ideas, value proposition with defining what makes the product or service unique, basics of business models, drafting simple business canvas. Also, practical leadership skills for small business owners (self-leadership, decision-making, planning, and leading teams as the business grows). Financial Literacy & Business Planning: introduction to financial management for small businesses, budgeting, cost analysis and pricing strategies, cash flow and record keeping, understanding of profit vs. sustainability. Marketing sales and Market Linkages: understanding demand and customer segments, banding, marketing channels branding and storytelling, negotiation and building buyers relationships, design marketing plan and pitching. Pitching and grant readiness: structuring a clear, compelling pitch (problem, solution, impact and sustainability), presentation template and skills, risk management and sustainability consideration. Inclusive and Responsibility Business Practices: Introduction to gender equality, inclusion of persons with disabilities (PWDs), and protection principles in business operations; promoting safe, respectful, and non-discriminatory workplaces. Legal and Regulatory Framework for Small Businesses: Overview of business registration procedures; basic labor law requirements; applying labor regulations in practice; employment contracts; and social security (Daman) obligations. The coaching session material also could include the following topics: Review the In-kind grant for detailed disbursement plan, identification of technical specifications and correct and sustainable usage. Developing financial tracking tools including the revenue, income, profit / loss statement, Cash Flow monitoring, expenses and cost management. Ethical Considerations, Do No Harm, and Safeguarding: The Consultant shall conduct all activities in accordance with World Visions Vision, Core Values, Safeguarding Policy, and Code of Conduct. All training and coaching activities must follow the Do No Harm principle, ensuring respectful, inclusive, and culturally sensitive engagement with participants, without causing physical, psychological, social, or economic harm, and without reinforcing inequalities or exclusion. The Consultant must always maintain professional conduct, respect appropriate boundaries, and immediately report any safeguarding concerns to Madas focal point in line with established reporting mechanisms. All personal, financial, and business information shared by participants shall be treated as strictly confidential and used solely for the purpose of this consultancy. Information shall be reported in an aggregated and anonymized manner. QUALIFICATIONS AND EXPERIENCE The Consultant must have the following experience and skills to be able to perform the tasks of the ToR: A graduate/masters degree in business development, business management, marketing, or related fields, At least 2 missions, in the last 5 years in conducting similar training and coaching specifically to IGA or Small businesses for environmental or agricultural participants, Strong understanding of green economy principles and circularity, Strong facilitation and engagement skills, Excellent written and verbal communication skills in English and Arabic, Familiarity with the local context, especially rural livelihoods in Akkar, is highly preferred. (at least 3 references) A financial offer per training session - Annex A attached, (coaching and group sessions) as per annex A. The unit price shall include transportation to the site locations, preparation of the materials, reporting and all the execution needed for the implementation of the tasks mentioned above. Only financial offers using the template will be accepted. The shortlisting criteria will be based on 60 points for the technical offer as follows: Educational Degree (10 points) Previous Experience in delivering similar training courses on the respective topic (10 points) Previous Experience with NGOs in providing training / coaching (10 points) Previous Experience in working with NGOs or INGOs (10 points) Previous Experience in preparing training materials (10 points). The selection criteria will be based on the following: Technical offer 30% Financial Offer 20% Shortlisted Candidate Interviews 50%.
