Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and womens rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. 2 SPECIFICATION OF GOODS and any SERVICES/ WORKS REQUIRED The main objective of this intervention is to rehabilitate the sewer pipe networks damaged as a result of the war and to ensure the full reinstatement, structural integrity, and safe operational performance of the sewage network system within the Industrial City, Tyre District. The contractor shall perform all works related to the full rehabilitation of the sewer pipe networks, including but not limited to: Controlled excavation Supply and installation of Brick red SN4 uPVC pipe 200 mm and 150mm. Connection to existing manholes includes coring for inlet and outlet. Installation of fittings, and accessories Construction of RC manholes with covers. Backfilling and compaction. Concrete protection slab. Testing and commissioning. Documentation and as-built drawings. 2.1 SITE MOBILIZATION Mobilization Requirements The contractor shall mobilize all necessary resources, including: Excavators, compactors, vibratory rollers. Trucks for soil material delivery. Surveying tools (levels, total station, tape measures). Temporary storage and secure material zones. Safety equipment: barriers, traffic cones, steel plates, warning lights. Terms of reference 2 2.2 EXCAVATION & TRENCHING This item covers the excavation of pipe trenches for sewer pipelines, associated roads, and manholes to a maximum depth of 2.50 m and maximum width of 0.80 m, in accordance with the Oxfam Engineers instructions. Excavation in all types of soil, rock, or other materials encountered, whether dry or wet. Protection of existing underground utilities, structures, and services. The Contractor shall maintain and protect all existing facilities during excavation. Any damage arising from the works shall be repaired or reinstated by the Contractor at no additional cost to Oxfam. The unit rate shall be deemed to include all labour, materials, equipment, tools, temporary works, safety measures, and incidental works required to complete the excavation as specified. Excavation of existing soil, loose material, fill, and deposits above the road level, as well as all materials encountered below road level. The contractor shall transport excess excavated soil and dump outside the site in an approved location. 2.3 PIPE SUPPLY, ACCESSORIES & INSTALLATION Pipe Supply (Detailed Requirements) Diameter: 200 mm (8 inch) and 150mm (6inch) Material: uPVC with gasketed joints. Color: Brick Red Standards: ISO 9001, EN 1401-1 Class: SN4 All Pipes shall be new, unused, and free from defects, cracks, blisters, or deformation. Connection to Existing Manholes Contractor shall: 1.Provide, lay, and connect 200 mm Dia uPVC sewer pipes (SN4) between the new manhole and the existing manhole. 2.Provide, lay, and connect 150 mm Dia uPVC sewer pipes (SN4) between the new manhole and the existing uPVC pipe. 3.Connect to the existing manhole shall be made by core cutting and sealed with approved watertight grout/connector. 4.Pipes shall be laid to the required slope and invert levels between manholes. 5.Levels and gradients shall be adjusted to suit site conditions. 6.Any adjustment shall be made with Engineers approval and shall ensure proper gravity flow. Bedding Layer: Thickness: 15 cm Must be placed uniformly. Compaction: light hand compaction only. Size should of 4.75mm-fine to small gravel. Pipe Laying Requirements Pipes must rest fully on bedding without voids. No forced bending allowed radius per manufacturer. Ensure continuous alignment. Surround Layer: 30 cm Must fully cover and protect pipe Same material as bedding Compact lightly with hand tools Warning Tape A detectable plastic warning tape is installed 30 cm above the pipe crown. 2.4 MANHOLE CONSTRUCTION Reinforced Concrete Manholes Internal Size: 1200x120x150cm (depth may varies as per site conditions) Terms of reference 3 Location: to be determined by Oxfam engineer and SLWE/municipality representative Blinding Lean concrete 57 cm C10/C12 Provides clean base for manholes construction Structural Concrete Base slab: 15-20 cm thick Walls: 15 cm thick Cover slab: 20 cm Concrete grade: C25/30 Reinforcement Walls: Ø12 @ 20 cm both ways Slabs: Ø12 @ 20 cm both ways Minimum cover: 30 mm Steel Grade: 420 MPa Manhole Accessories Manhole accessories include a 60x60 cm ductile iron cover C250 load rating, and bends as required. Finishing Finishing works include smoothing the internal walls by cementitious paint, sealing pipe penetrations with mortar, and waterproofing all joint and applying two coats bituminous primer externally 2.5 BACKFILLING & COMPACTION Backfill Material Granular fill or crushed material Max particle size: 75mm Free of clay, organic matter, debris, and oversized stones In accordance with Ministry of Public Works Decree 13495/1998 Layering First backfill layer: 15 cm, compacted to 95% MDD Second backfill layer: 15 cm, compacted to 95% MDD 2.6 Concrete Protection Slab Provide 7-10 cm thick protection slab. Concrete slab to be of 25Mpa strength Provide reinforcement with 10 mm bars spaced at 20 cm in both directions. Concrete slab to be finished flush with road level. 2.7 HYDRAULIC TESTING Hydraulic test shall be carried out after laying and jointing the sewer pipes. Maintain test pressure for 30 minutes to check for leakage. All leaks shall be repaired and the test repeated until satisfactory. 2.8 DOCUMENTATION Contractor must submit: Drawings As-built sewer layout showing actual pipe routes and manhole locations. Longitudinal sections with final invert levels and slopes. Manhole details including connections to existing structures. list of machinery and equipment Terms of reference 4 Excavator for trench excavation. Compactor for bedding and backfill compaction. Material Approvals uPVC Pipes. DI Covers. Precast concrete manhole (if proposed by the contractor). 2.9 General Terms and Safety Measures for Sewer Pipe Installation 1.The Contractor shall comply with all applicable local labor laws, safety regulations, and statutory requirements related to excavation and sewer works. 2.All personnel shall be trained and competent for sewer pipe installation activities. 3.Personal protective equipment shall be provided by the Contractor at no extra cost to the Employer. 4.Safe access (ladders or ramps) shall be provided for trenches deeper than 1.2 m. 5.Excavated material shall be placed at a safe distance from trench edges 6.The Contractors relationship will directly be with OXFAM staff. 7.An Oxfam staff or a representative will be responsible to inspect and confirm the work. 8.The contractor must be capable of completing this task within 7 days. 9.Oxfam has the right to increase or decrease quantities at the same unit cost. 10.Any item not complying with the specs will be rejected. 11.The Contractor is responsible for any damage during works, including underground pipes and utilities, and shall reinstate all affected assets at his own cost.
