The Work Relates To The Functional Maintenance Of The Public Lighting Installation (Ovl) And The Carrying Out Of Project-Based Replacement Work On The Public Lighting Installation And Mainly Consists Of: Carrying Out Regular Maintenance; Eliminating Malfunctions And Defects; Repairing Damage Caused By Collisions And Destruction; (Re)Placing Or Removing Lighting Objects; Redirection Of Crooked Lighting Objects; Replacing Light Poles And Fixtures; Reporting On The Work Performed; Providing Damage Information In The Event Of A Collision For The Purpose Of Recovering Damages; Carrying Out Ovl Replacement Projects; Supplying Revision Data. The Work To Be Carried Out Is Within The Municipal Boundaries Of The Municipality Of Heezeleende And Falls Solely Under Its Responsibility. Since It Concerns A Dismantling And Maintenance Agreement, The Work Must Be Carried Out At Various Locations Within The Municipality. The Work Involves The Phased Replacement Of Conventional Fixtures And Maintenance Work And Forms A Technical Whole. Various Companies In The Sector Have All The Disciplines In-House To Carry Out The Various Parts Of The Work. The Size Of The Assignment, Both Financially And Technically, Is Such That The Entire Work Is Also Easily Feasible For An Sme Company. The Conclusion Is That The Assignment Has Not Been Merged. If Replacement And Maintenance Were To Be Split, More Coordination Would Be Necessary. This Entails Additional Activities And Therefore More (Internal) Costs. If Coordination Is Not Optimal, This Can Lead To Delays And Therefore Additional Inconvenience For Stakeholders (Such As Companies And Residents). The Municipality Will Therefore Be Responsible For Planning And Coordinating The Implementation. Because All This Is Not In The Interest Of The Municipality, We Recommend Having The Work Carried Out By One Contractor. Splitting Into Plots That Can Be Awarded Independently Of Each Other Does Not Lead To Better Accessibility For Smes, But Rather To The Sub-Optimization Mentioned Above. This Means That The Order Is Not Divided Into Lots. The Agreement Is Entered Into For A Period Of At Least Two Years And A Maximum Of Four Years. The Effective Date Of The Agreement Is April 1, 2026.
