Expression of Interest for Consulting Services: Tuvalu Arrangements for the Management of Critical Infrastructure The World Bank, with GFDRR support, is assisting the Government of Tuvalu (GoT) to strengthen asset management so critical public buildings function before, during, and after disasters. The assignment requires: (i) capacity building: reviewing current national and Kaupule asset management practices, the critical assets list, the new Asset Module, and the building regulatory framework; mapping ownership/responsibilities; and convening PWD, NDMO, MoF, Funafuti Kaupule, asset owners, and the Funafuti Island Disaster Committee to agree improvements; (ii) recommendations: producing actionable reforms to legislation, policies, procedures, and financial systems for managing and maintaining critical buildings (including evacuation centers); and (iii) a case study: assessing a piece of Funafuti critical infrastructure (designated as an evacuation center) per the Tuvalu Asset Management Framework (service levels, capacity, condition, climate vulnerability, and overall asset health), identifying interventions, updating/creating the asset register, estimating maintenance/renewal/replacement costs, and planning for implementation for the portfolio of critical infrastructure.
