Quotation are invited for Water Trucking Supplier in the South. SPECIFICATIONS OF THE SERVICE REQUIRED Work Requirements: Supplying water trucking in Ramiah, Ayta ash Shab, and Taybeh villages. The water trucking services will be implemented through delivery of drinkable chlorinated water to the designated water tanks (communal tanks). Water Trucking service for 4 months, estimated quantities per month: Ramiah: 16m3 Ayta ash Shab: 80m3 Taybeh: 429m3 Quantities estimated as per the needs and in accordance with a minimum standard of 35L/person/day. The tentative implementation period is approximately four months (February to May). The duration is flexible and may be subject to shortening or extension, depending on the circumstances. The distribution of water shall be in coordination with the Oxfam team, south Lebanon Water Establishment focal points and the municipalities representatives. The designated focal points will prepare on weekly basis the schedules and the quantities of the water trucking services, and the supplier shall follow these schedules after the approval from Oxfam. In case the supplier receives a request to fill a tank outside the schedule, he is required to respond within 24 hours, subject to prior approval from Oxfam. The suppliers relationship will directly be with Oxfam staff and Municipalities representatives. A delivery note should be signed by the supplier, Municipality, SLWE, and Oxfam staff, on each delivery. Oxfam will inspect on regularly basis the source of water, trucks, pipes, and the equipments used. The Supplier should find alternative sources of safe drinking water in case any defects happened in the source or the quality of water. Alternative sources of water shall comply with all the required specifications. Oxfam has the right to increase or decrease quantities at the same unit cost. Oxfam staff will be responsible to inspect the quality and quantity of water delivered. Water Quality The supplier must ensure that water is sourced only from contamination-free sources certified as safe for human consumption. The supplier must provide an official laboratory report on the waters characteristics to confirm its safety for human consumption. The supplier should ensure that the water delivery truck and associated equipment and accessories are clean, well maintained and in a condition suitable for delivery drinkable water. Regular inspection shall be applied by Oxfam staff and the municipality representatives. The supplier shall treat all water delivered with chlorine (HTH hypochlorite 70%) to ensure that the water supplied is free of faecal coliforms. All water delivered must comply with a Free Residual Chlorine content of 0.2 0.5 mg/litre. The supplier must conduct water quality testing at least once per month at both the water source and the water truck for each distribution area location. Testing shall include microbiological parameters (Total Coliforms, E. coli, Pseudomonas aeruginosa), physical parameters (temperature, pH, turbidity, conductivity, and TDS), and chemical parameters (nitrate, chloride, free residual chlorine, total hardness, calcium, and magnesium). All tests must be performed by an accredited water testing laboratory in accordance with international standards, and the supplier shall submit the laboratory name for approval prior to testing. Oxfam will endeavour to provide chlorine to suppliers and in the case that Oxfam was not able to provide the chlorine in the form of calcium hypochlorite HTH 70% powder, then the Supplier is expected to do so. Oxfam reserves the right to do water quality testing at the source used for water trucking and at any water delivery point. In the event of non-compliance, particularly with respect to water quality standards, Oxfam may require the supplier to replace the water trucking vehicle and/or water source or may suspend or terminate the suppliers services. Chlorine Testing Oxfam will provide chlorine testers to water suppliers to test chlorine levels in the water. These chlorine testers must always be kept on the water trucker during delivery. Oxfam will test for chlorine during the service at the delivery points and inside the truck. Water truckers should allow any community member (SLME / municipality monitors) to test chlorine levels in the water using the chlorine tester kept with the water trucker.
