[email protected] . Responses will be issued formally to all Service Provides to ensure equal access to information. Your Proposal must be expressed in the English language and valid for a minimum period of 15 days taking into your consideration the following: 1. During the course of preparing your proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline. Proposals that are received by EFE-YEMEN after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Also any Proposal submitted by email, wont be considered for evaluation. 2. Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and all other annexes providing details of EFE-YEMEN requirements. 3. The Proposal that complies with all the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. 4. EFE-YEMEN has the right to: (a) reject any or all proposals which dont match with the RFP, (b) accept other than the lowest cost Proposal, (c) accept alternate proposals, and (e) waive informalities and minor irregularities in proposals received. 5. Proposals will offer plans to design an intensive ICT training program on the aforementioned areas, implement the program in Aden and provide training for the youth in the areas detailed within this announcement. 6. Any discrepancy between the unit price and the total price shall be re-computed with reference to the AL-WALEED PHILANTHROPY policy (Donor of the program), and the unit price shall prevail and the total price shall be corrected. If the Service Provider does not accept the final price based on EFE-YEMENs s re-computation and correction of errors, its Proposal will be rejected. 7. No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by EFE-YEMEN after it has received the Proposal. 8. Please be advised that EFE-YEMEN is not bound to accept any Proposal, nor award a contract, nor be responsible for any costs associated with a Service Providers preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process. Program Background In partnership with AL-WALEED PHILANTHROPY, Education For Employment Yemen (EFE-YEMEN) is implementing a job placement project which targets 550 youth aged between 18 to 35 years old, during the period from Jan 2026 until March 2027 to engage them in the Private Sector in order to become professionals in their workplace. For this project, EFE-YEMEN will collaborate with private sector training providers to deliver a 350-hour soft-skills and technical training program, and will engage its experienced local trainers to deliver customized training in Job placement. 60 hours of the total 350-hour training period will be dedicated specifically to an ICT program. This ensures that beneficiaries develop the essential digital competencies alongside their broader soft-skills and technical training. This project was selected in coordination with AL-WALEED PHILANTHROPY based on the Operational Feasibility & Market Assessment conducted by EFE-Yemen. A. Purpose of the contract The purpose of this contract is to establish a partnership with a qualified Training Service Provider to design, manage, and execute a high-impact ICT (Information and Communication Technology) training program for 550 Yemeni youth. This training program is part of the Mustaqbal III project, aimed at bridging the digital divide and enhancing the employability of fresh vocational and university graduates. The selected provider will ensure that beneficiaries gain the technical proficiency and digital literacy required to succeed in the modern, technology-driven labor market. Scope of Work (SOW) The contracted center is expected to achieve the following deliverables: 1. Curriculum Development (ICT & AI) The provider must deliver a comprehensive curriculum covering: · MS-Office Applications: Advanced Word, Excel (data analysis), and PowerPoint.All training must utilize [IOffice 2021/365] to meet donor and market requirements. · Remote Collaboration Tools: Professional use of Zoom, Microsoft Teams, and Google Meet. · Artificial Intelligence (AI): A dedicated module on Generative AI for workplace productivity and ethics. · Internet & Digital Security: Efficient internet research and cybersecurity basics. 2. Training Delivery & Scheduling · EFE-Yemen will recruit and send trainees in organized groups following different schedules throughout the project period (20262027). · The provider must demonstrate the ability to manage these rolling schedules across the two-year period without compromising training quality. · Deliver a minimum of 60-70 training hours per student group. · Maintain a student-to-teacher ratio of 20 to 25 students per class to ensure personalized learning. 3. Logistics & Reporting · Provide fully equipped computer labs in Aden (agreed locations) with high-speed internet and necessary audio-visual aids. · Provide weekly and monthly attendance and performance reports to EFE-Yemen management.
