The City Of Tornio Is Currently Requesting Bids For Non-Statutory, Call-Controlled Service Traffic Passenger Transport In Tornio. The Service Has Been Running Legally Organized From The Point Of View Of Social Security Services For A Long Time, And After The Hva Amendment 2023, The New Contract Is Service Transport Intended For Business Purposes To Complement The Citys Public Transport Connections, Especially In Rural Areas As An Addition To Market-Based Public Transport And In Urban Areas As An Addition To The Gross-Priced City Line. It Is Not A Right Of Use Agreement, But A Service Agreement To Supplement Public Transport Connections In The Areas Within The Municipal Boundaries Of The City Of Tornio. Call-Controlled Service Traffic Is Available Looking North, Northeast And South From The Center Of Tornio, And The Longest Distance From The Center Is Approx. 40 Km. The Service Consists Of Transporting Customers On Weekdays From The Countryside To The Service Centers Located In The Center Of Tornio, Arpela And Karungi. The Traffic Zones Are Described In The Appendix. The Customer Decides The Number Of Weekly Driving Days In The Contract Based On The Costs. Bidders Are Asked To Submit The Most Cost-Effective Transportation Model As An Attachment To The Offer. Service Transportation Is Designed Especially For Those Municipal Residents Who Live Outside Public Transportation Services, But There Is Service Transportation Open To All City Residents. Call-Controlled Service Traffic In Tornios Downtown Area Is Specified As An Option In The Request For Tenders And Will Be Included In The Contract If Funds Permit (Zone 1 Internal Traffic). The Contract Complies With The Jyse 2025 Services Contract Terms. The Purchase Is A Purchase Below The Eu Threshold Value. The Contract Starts On 1 March 2026 And Ends On 28 February 2028. The Agreement Includes The Possibility Of An Option Period For The Period 1.3.2028 - 1.3.2029.
