Expression of Interest for The Multi-Country Investment Climate Program (MCICP) Evaluation The Multi-Country Investment Climate Program (MCICP) Phases I and II comprise a 10-year joint effort by the IFC and Switzerlands State Secretariat for Economic Affairs (SECO) to facilitate a programmatic approach to investment climate reforms. MCICP I was launched in 2017 and concluded at the end of FY24, while MCICP Phase II was launched in FY22 and expected to continue until December 31, 2028. MCICP has aimed to foster reliable economic framework conditions for robust private sector growth, to design and implement systemic investment climate reforms, and to foster inclusive and sustainable job creation. The MCICP program is administratively housed within the IFC managed Facility for Investment Climate Advisory Services (FIAS) multi-donor trust fund, but the project reporting and monitoring take place separately. MCICP I focused on economy-wide reforms, whereas MCICP II placed greater emphasis on sector-specific reforms. Since MCICP I has been completed, this evaluation will focus on assessing the impact of the Phase 1 program combined with a midterm review (MTR) of MCICP II. IFC seeks to hire a consulting firm to undertake the review of both MCICP Phases I and II. The consultant will undertake this review through a combination of desk-based review and portfolio analysis as well as visiting a number of priority countries to evaluate and develop in-depth case studies.
